If so, and you have a background in risk/case management, compliance/regulatory assessments in any sector, or property/building management including planning/design/development stages, we want to hear from you.
The Health and Safety Executive (HSE) has established the new Building Safety Division (BSD) to ensure high-risk residential buildings (HRBs) are safe and to enable people to feel safe in their homes. BSD will oversee changes to the safety and performance of all buildings and raise industry professional standards year after year, working with residents and industry to make sure everybody has a voice in achieving this goal. BSD will serve as a lasting tribute to those who have lost their lives due to poor and substandard buildings and will help ensure tragedies of such proportions as Grenfell are consigned to the past.
Within Higher Risk Building (HRB) Regulation there are two distinct functions. The Building Control function is about ensuring HRBs are designed and built to approved standards. The In-Occupation function is to ensure building safety risks in occupied HRBs are being managed appropriately and that arrangements are in place to work with residents to ensure their concerns are listened to and actioned as necessary.
This is an exciting time to join BSD, you will be playing a role in bringing about cultural change in building safety in your community, today and for the future. You will have access to a range of development opportunities including career pathways, developing others through coaching and mentoring other members of the team, as well as Civil Service learning and development programs.
Part time working hours are available for this role. We can accept part-time applicants who can commit to working a minimum of 30 hours per week.
Job description
As one of the Building Safety Regulatory Leads, you will lead and manage Multi Disciplinary Teams (MDTs) of regulatory partners i.e. structural safety, planning, and fire risk specialists from local authorities, fire services, and the private sector to scrutinize the building control applications, building, and management of HRBs. You will be responsible for assessing compliance against the regulatory requirements and standards and making efficient and effective decisions to ensure compliance within the HRB functions.
For roles in both functions, you will report to the Principal Building Safety Regulatory Lead.
We are looking for people who are leaders and able to work collaboratively with others to deliver effective regulatory compliance for HRBs. You will have a caseload and you will be responsible for making consistent decisions on regulatory outcomes. You will use the technical and specialist analysis by the partner regulators to inform your decision and proposed actions. This will include taking enforcement action where appropriate.
As the leader of the MDTs, you will determine the level of scrutiny of the property required, including site visits. You will be supported by BSD Case Officers who will support you and the MDT partners in gathering all relevant material to enable you to make your proportionate and effective decisions.
Your performance relies on the delivery from others. You will have a key role in managing and monitoring the performance of MDT members to ensure the business objectives are being met.
This role will also involve infrequent travel to sites across England therefore flexibility to be able to travel when needed for on-site visits, collaborative working, supporting and training colleagues & meetings is necessary. This may include the occasional overnight stay.
