The HSE Officer will be responsible for implementing, monitoring, and enforcing Health, Safety, and Environmental policies and procedures across project sites. The role requires active field presence, close coordination with project teams, subcontractors, and management, and strict adherence to Qatar laws, client requirements, and international HSE best practices.

Key Responsibilities

As an HSE Officer, your duties will include, but are not limited to, the following:

1. HSE Policy Implementation

  • Implement company HSE policies, plans, and procedures on site

  • Ensure compliance with Qatar Labour Law, Kahramaa safety standards, Qatar Energy HSE requirements, and client-specific HSE guidelines

  • Promote a proactive safety culture across all levels of the workforce

2. Risk Assessment & Hazard Identification

  • Conduct Job Safety Analysis (JSA), Risk Assessments, and Method Statement Reviews

  • Identify potential hazards related to construction activities, electrical works, confined spaces, lifting operations, and hot works

  • Recommend effective control measures and ensure proper implementation

3. Site Inspections & Audits

  • Carry out daily, weekly, and monthly HSE site inspections

  • Monitor unsafe acts and unsafe conditions, and ensure immediate corrective actions

  • Participate in internal and external HSE audits

4. Incident Reporting & Investigation

  • Investigate incidents, near misses, and unsafe occurrences

  • Prepare detailed incident investigation reports with root cause analysis

  • Recommend preventive and corrective actions to avoid recurrence

5. Training & Toolbox Talks

  • Conduct HSE induction training for new employees and subcontractors

  • Organize and deliver toolbox talks, safety briefings, and awareness sessions

  • Ensure workers understand safe work procedures and emergency response plans

6. Permit-to-Work (PTW) Monitoring

  • Monitor Permit-to-Work systems for high-risk activities

  • Ensure compliance with PTW requirements for hot work, confined space entry, excavation, and electrical isolation

  • Verify authorization, control measures, and closure procedures

7. PPE & Equipment Compliance

  • Ensure correct use of Personal Protective Equipment (PPE)

  • Inspect safety equipment, fire extinguishers, first aid kits, and emergency tools

  • Report defective equipment and follow up on replacements

8. Environmental Protection

  • Monitor environmental controls related to waste management, spill prevention, and pollution control

  • Ensure compliance with environmental regulations and client requirements

  • Promote environmentally responsible work practices

9. Emergency Preparedness

  • Assist in developing and implementing Emergency Response Plans

  • Participate in emergency drills such as fire drills and evacuation exercises

  • Ensure the availability and readiness of emergency equipment

10. Documentation & Reporting

  • Maintain accurate HSE records, checklists, registers, and reports

  • Prepare daily, weekly, and monthly HSE performance reports

  • Support management with HSE statistics and compliance updates

Qualifications & Requirements

To be considered for this HSE Officer position, candidates must meet the following criteria:

Mandatory Requirements

  • Diploma or Bachelor’s Degree (Engineering, Environmental Science, Safety Management, or related field)

  • NEBOSH certification (IGC or equivalent) – Mandatory

  • Ability to pass:

    • Kahramaa HSE Examination

    • Qatar Energy (QE) HSE Examination

  • Currently available and residing in Qatar

Preferred Skills & Competencies

  • Strong knowledge of Qatar HSE laws and regulations

  • Familiarity with international standards such as ISO 45001 and ISO 14001

  • Excellent observation, reporting, and communication skills

  • Ability to work independently and as part of a project team

  • Confidence in enforcing safety rules on active construction sites

  • Good computer skills (MS Word, Excel, reporting tools)

Work Environment

The HSE Officer will primarily operate on project sites, which may include:

  • Construction sites

  • Infrastructure and utilities projects

  • Industrial or energy-related facilities

The role requires:

  • High field presence

  • Interaction with workers, supervisors, engineers, and management
