Position Overview: HSE Engineer
We are urgently seeking a highly competent HSE Engineer who has substantial experience in the UAE construction industry. The ideal candidate must have hands-on knowledge of HSE systems, risk management, site safety audits, and compliance with UAE local authorities and international HSE standards.
This role requires someone confident, detail-oriented, and capable of monitoring multiple site activities simultaneously. You will be responsible for ensuring that all safety policies are implemented efficiently and that every worker on-site is protected, trained, and operating within safe procedures.
Key Responsibilities
As an HSE Engineer with RATLS Contracting LLC, your duties will include, but are not limited to:
1. Safety Planning and Compliance

Develop, implement, and monitor project-specific HSE plans.

Ensure strict compliance with UAE safety regulations, local authorities’ requirements, and international safety guidelines.

Prepare and update risk assessments, method statements (RAMS), and other safety documentation.
2. Site Monitoring and Inspections

Conduct daily site inspections to identify unsafe acts, unsafe conditions, and non-compliance issues.

Oversee high-risk activities such as working at height, lifting operations, confined space work, hot work, excavation, and electrical installations.

Ensure all safety equipment, PPE, scaffolding structures, firefighting systems, and emergency kits comply with safety standards.
3. Audits, Reporting, and Record Management

Prepare audit reports, safety inspection findings, and compliance documentation.

Maintain HSE records, including checklists, safety registers, incident logs, and PTW documentation.

Conduct internal audits and support external HSE audits when required.
4. Training, Inductions, and Awareness

Deliver Toolbox Talks, safety inductions, refresher training, and awareness programs for workers and staff.

Promote a strong safety culture by influencing behavior, reinforcing safe practices, and encouraging hazard reporting.
5. Incident Investigation and Corrective Action

Investigate incidents, near-misses, and unsafe observations using root cause analysis (RCA) techniques.

Recommend corrective and preventive actions to avoid recurrence.

Follow up on closure of action items.
6. Coordination and Communication

Communicate effectively with project managers, consultants, subcontractors, and external authorities.

Ensure all stakeholders understand and comply with HSE standards.

Advise site teams on best HSE practices to ensure safe work execution.
Required Qualifications and Experience
To be considered for this position, candidates must meet all of the following requirements:
Educational Requirements

Bachelor’s degree in Civil Engineering (mandatory).

Additional HSE-related academic or vocational qualifications are an added advantage.
Professional Certifications

NEBOSH IGC — Mandatory

Additional certifications such as IOSH, OSHA, First Aid, Fire Safety, or Lead Auditor will be considered a strong plus.
Professional Experience

Minimum 5 years of experience in the UAE construction industry as an HSE Engineer.

Practical experience handling site safety audits, emergency response plans, risk assessments, and incident reporting.

Strong understanding of UAE HSE laws, municipality standards, and contractor safety requirements.
