The successful candidate will have the opportunity to provide the technical HSSE support to the site to ensure the safe delivery of the day, compliance to Shell Group Standards, good industry practices and local legislative requirements where applicable. The Site HSSE Tech will drive the HSSE performance improvement of the facility within area of responsibility. This includes visible personal leadership on HSSE matters, setting of standards, regular reviews of performance and implementing improvements where required.
Other accountabilities include:
Support the Safe Deliver of the Day
Facilitate preparation of Job Hazard Analysis (JHA) and Permit to Work (PTW).
Risk assess work plans.
Conduct daily HSSE inspections to the work fronts, including Lock Out Tag Out
Supervise safe delivery of operational tasks.
Participate in the Operational Daily Morning Call & follow up on HSSE issues for the site.
Coordinate best use of external HSSE advisor for shut down or project execution periods.
Ensure that the site conducts regular spill drills and have an adequate stock of spill response equipment available.
Drive “intervention” and BBS at the coalface.
Ensure contractors conform to Shell’s HSSE & SP Control Framework Standards and expectations.
Support the HSSE Level of Defense (LOD) 1, 2 and 3 audits.
Facilitate / drive safety initiatives eg. BBS, Assist & Assure & Condition Reporting
Audit the job sites for compliance with permit to work.
Conduct periodic audits to ensure the site complies with the environmental permit and Shell’s Trinidad and Tobago HSSE Standards.
Ensure safety critical elements are inspected and maintained as per plans.
Ensure galley area, sick bay, dormitories and other facilities are in compliance with health and safety expectations.
Review/update site health risk assessment as necessary.
Support the site HSSE Committee.
Prepare and update site specific HSSE procedures and documents (Facilities ERP, Spill Plan and Induction).
Support onsite implementation of HSSE training programs.
Rollout of updated standards and procedures.
Development and implementation of emergency drills.
Ensures lessons learnt from incident investigations are disseminated to all employees and contractors throughout the site.
Accurate incident reporting in Fountain Management System (FIM).
Tracking and close out of HSSE action items, including actions from internal and external audit findings.
Ensure monthly and quarterly environmental data submitted by the facility is accurate and timely.
Provides technical input to updating of the Hazard & Effects Management process(HEMP) for the site.
Participates in PHR’s, HAZID and HAZOP studies for the site when required.
Support the maintenance of the certification status for the facility.
Must have legal authorization to work in Trinidad and Tobago without sponsorship.
Minimum of four (4) years in a similar field preferably Downstream/Chemicals.
Training as evidenced by the possession of internationally accepted HSSE qualifications/certifications (OSHA, NEBOSH, IOSH).
Experience in working in the oil and gas sector as an HSSE professional.
Experience in working in the industrial construction field with in-depth HSSE field work.
Sound negotiating skills.
Strong oral and written communication skills.
Ability to work as part of a team as well as being able to be a self-starter.
Ability to communicate to personnel at a managerial level.
Able to work with deadlines and possess a proven track record of delivering required projects in a timely and professional manner.
