About the Role
We are currently seeking a competent, proactive, and experienced Health, Safety & Environment (HSE) Officer to join a reputable construction organization based in Abu Dhabi. This role is ideal for a safety professional who is passionate about preventing workplace incidents, enforcing safety standards, and promoting a strong safety culture across construction sites.
The successful candidate will play a key role in ensuring that all construction activities are carried out in full compliance with UAE HSE regulations, project-specific safety requirements, and international best practices. You will work closely with project managers, site engineers, supervisors, contractors, and workers to identify hazards, control risks, and ensure a safe and healthy working environment for everyone on site.
This position is best suited for candidates who are immediate joiners or those with a short notice period, and who have hands-on experience managing safety in active construction environments.
Key Responsibilities
As an HSE Officer, your primary responsibility will be to monitor, enforce, and continuously improve health and safety performance on construction sites. Your duties will include, but are not limited to, the following:
Site Health and Safety Management

Implement and maintain the project Health, Safety, and Environment (HSE) Plan in line with company policies and local regulatory requirements.

Ensure all site activities comply with approved risk assessments, method statements, and safe systems of work.

Conduct daily site safety inspections to identify unsafe acts, unsafe conditions, and potential hazards.
-
Monitor high-risk construction activities such as work at height, lifting operations, excavation, hot work, confined space entry, and electrical work.
Hazard Identification and Risk Control

Identify workplace hazards and assess risks associated with construction activities.
-
Ensure appropriate control measures are implemented and maintained at all times.

Participate in Job Safety Analysis (JSA), Task Risk Assessments (TRA), and Method Statement reviews.

Follow up on corrective and preventive actions to ensure timely closure.
Compliance and Regulatory Requirements

Ensure full compliance with Abu Dhabi and UAE occupational health and safety regulations.

Support site compliance with client HSE requirements and international standards.

Maintain updated knowledge of changes in HSE laws, regulations, and industry best practices.

Assist during external audits, inspections, and regulatory visits.
Training and Safety Awareness

Conduct site safety inductions for new employees, subcontractors, and visitors.

Deliver toolbox talks, safety briefings, and awareness sessions regularly.

Promote safety awareness and positive safety behaviors among workers and supervisors.

Support supervisors in enforcing safety rules and disciplinary actions when required.
Incident Reporting and Investigation

Report, record, and investigate incidents, near misses, unsafe conditions, and occupational illnesses.

Lead or support incident investigations to identify root causes.

Prepare incident investigation reports with clear corrective and preventive actions.

Monitor implementation of corrective actions and track trends for continuous improvement.
Personal Protective Equipment (PPE) Management

Ensure availability and correct use of PPE across the site.

Monitor PPE compliance and address misuse or non-compliance.

Advise management on appropriate PPE selection for specific tasks.
Documentation and Record Keeping

Maintain accurate HSE records, including inspections, permits, training records, incident reports, and safety statistics.

Assist in preparing daily, weekly, and monthly HSE reports.

Maintain Permit to Work (PTW) records and ensure compliance with permit conditions.

Support the preparation of safety performance reports for management review.
Coordination and Communication

Coordinate with site engineers, supervisors, subcontractors, and management on safety matters.

Participate in site meetings and safety coordination meetings.

Act as a point of contact for safety-related concerns on site.

Encourage open communication and reporting of safety issues without fear of retaliation.
Required Qualifications
To be considered for this position, candidates must meet the following minimum requirements:

Diploma or Certificate in Occupational Health and Safety, Safety Engineering, or a related discipline.

Additional safety certifications will be considered an advantage.

Sound knowledge of construction safety practices and hazard controls.

Good understanding of UAE HSE regulations and site safety requirements.
Required Experience

Minimum 2 to 5 years of experience working as a Safety Officer or HSE Officer in the construction industry.

Proven hands-on experience managing safety on active construction sites.
-
Experience in monitoring high-risk construction activities is essential.
-
Experience working with multiple contractors and subcontractors is highly desirable.

While not mandatory, the following will be considered an added advantage:

Experience working on projects in Abu Dhabi or within the UAE.

Familiarity with Permit to Work (PTW) systems.

Experience with incident investigation and root cause analysis.

Immediate availability or a short notice period (maximum notice period preferred).
