You will work closely with Operations, Maintenance, and Contractor teams to implement HSE programs, maintain compliance with regulatory standards, and reinforce ADNOC’s Life Saving Rules. Minimum Qualifications

To excel in this role, candidates must meet the following academic and professional qualification requirements:

• Bachelor’s degree in Engineering, Health & Safety, Environmental Sciences, or any equivalent discipline relevant to HSE practice.

• Diploma in Safety Management or its equivalent, demonstrating advanced understanding of workplace health and safety principles.

• NEBOSH IGC (International General Certificate) or NEBOSH Oil & Gas Qualification—both are highly valued for this offshore role.

• Additional HSE certifications (IOSH, OSHA, OHSAS/ISO-related courses) will be considered an advantage.

These qualifications ensure you have the theoretical foundation and structured safety knowledge required to work competently within a complex offshore operational environment.

Minimum Experience

This role requires a seasoned professional with strong applied experience in offshore HSE management. Candidates should possess:

• Minimum 10 years of experience working in the same discipline, preferably in oil & gas, marine, or offshore energy settings.

• At least 3 years of UAE experience, with practical exposure to local regulatory frameworks, ADNOC standards, and offshore operational requirements.

• A solid background in offshore HSE engineering, with demonstrated capability in hazard identification, risk assessment, emergency preparedness, and contractor management.

Offshore work demands strong decision-making, adaptability, and the ability to maintain composure under pressure. Candidates must show clear evidence of operating effectively in high-risk, fast-paced environments where safety is critical.

Key Responsibilities

The Site HSE Engineer will be responsible for leading and supporting all HSE activities at the Offshore MUB site. Your daily responsibilities will include:

1. Onsite HSE Support for Operations and Contractors

You will act as the primary point of contact for all on-site HSE matters. This involves:

• Guiding operational and contractor teams in executing tasks safely

• Ensuring risk controls are implemented correctly

• Monitoring field activities to proactively identify unsafe conditions

Your presence onsite reinforces the safety culture and ensures that all personnel understand and comply with established HSE requirements.

2. Implementation of HSE Programs and Life Saving Rules

One of your core responsibilities is ensuring that ADNOC Life Saving Rules and the company’s HSE programs are consistently applied across all activities. This includes:

• Delivering toolbox talks

• Conducting Life Saving Rule awareness sessions

• Reinforcing compliance through coaching and supervision

• Ensuring operational tasks follow Safe Systems of Work

These programs are essential to preventing major incidents and maintaining operational integrity.

3. Identification of HSE Issues and HSEMS Support

You will work closely with the HSE team to identify:

• Non-conformities

• Substandard acts

• Unsafe workplace conditions

You will also help implement corrective actions and support the company’s HSE Management System (HSEMS) by participating in system audits, documentation updates, and continuous improvement initiatives.

4. Review and Approval of HSE Documentation

The Site HSE Engineer will be responsible for reviewing HSE documentation related to both maintenance and contractor activities, such as:

• Method statements

• Risk assessments

• Job safety analyses

• Lifting plans

• Work permits

Your input ensures that documentation meets ADNOC requirements, company policies, and applicable regulations.

5. Contractor Audits and Inspections

You will conduct thorough audits and inspections during:

• Pre-mobilization (equipment readiness, crew competency, certifications)

• Pre-execution (verification of tools, procedures, and control measures)

These audits are crucial for maintaining equipment safety, verifying workforce competence, and ensuring that contractors comply with all HSE expectations before commencing work.

6. Compliance With Maintenance, Environmental, and Regulatory Standards

Your role includes overseeing adherence to:

• UAE regulatory requirements

• International HSE standards

• Environmental protection guidelines

• ADNOC codes of practice

This ensures that all activities remain compliant and environmentally responsible.

7. Incident Investigation and HSE Reporting

When incidents, near misses, or unsafe observations occur, you will:

• Lead or support incident investigations

• Conduct root cause analysis using approved techniques

• Recommend corrective and preventive actions

• Prepare detailed HSE performance reports for management review

Your findings will contribute to continuous improvement and help prevent recurrence.
