Pentabell is pleased to announce an exciting career opportunity for a competent and highly motivated HSE Engineer to join one of our reputable clients operating within the Energies sector in Algeria. This role is critical to maintaining and continuously improving workplace health, safety, and environmental standards in a high-risk, high-performance operational environment.
The successful candidate will play a key role in protecting people, assets, and the environment by implementing effective Health, Safety, and Environmental (HSE) systems, ensuring regulatory compliance, and promoting a strong safety culture across project sites and operational facilities.

Role Overview
As an HSE Engineer, you will be responsible for planning, implementing, monitoring, and continuously improving HSE policies and procedures in line with national legislation, international standards, and company requirements. You will work closely with project managers, engineers, contractors, and site personnel to ensure that safety and environmental controls are fully embedded into daily operations.
This role requires a strong field presence, excellent communication skills, and the ability to influence safe behaviors at all levels of the organization.
Key Responsibilities
Health and Safety Management

Develop, implement, and maintain Health and Safety Management Systems in line with ISO 45001 and industry best practices.

Conduct regular site inspections, safety audits, and workplace assessments to identify hazards and unsafe acts.

Ensure compliance with Algerian HSE regulations, international standards, and client-specific requirements.

Prepare and review Job Safety Analyses (JSA), Risk Assessments, and Method Statements (RAMS).

Lead accident, incident, and near-miss investigations and ensure corrective and preventive actions are implemented.

Monitor contractor HSE performance and ensure compliance with site safety rules.
Environmental Management
-
Implement Environmental Management Plans (EMP) to minimize environmental impact.
-
Monitor waste management, emissions, spills, and environmental controls on site.
-
Ensure compliance with environmental regulations and sustainability requirements.
-
Promote environmental awareness among employees and contractors.
Training and Awareness
-
Deliver HSE inductions, toolbox talks, and safety training sessions.
-
Promote a positive safety culture through engagement, coaching, and continuous awareness programs.
-
Support management in developing competency-based safety training programs.
Monitoring and Reporting
-
Track and analyze HSE performance indicators (KPIs).
-
Prepare weekly and monthly HSE reports for management and clients.
-
Maintain accurate HSE records, permits, and documentation.
-
Support internal and external audits, including client and regulatory inspections.
Emergency Preparedness

Develop and maintain emergency response plans.

Conduct emergency drills and ensure readiness for fire, medical, and environmental emergencies.

Coordinate with site emergency response teams.
Required Qualifications
To be considered for this role, candidates must meet the following minimum requirements:
Education

Bachelor’s degree in:

Health, Safety and Environment (HSE)
-
Engineering (Mechanical, Electrical, Chemical, or Environmental)
-
Or a related technical discipline
-
Professional Certifications (Preferred)
-
NEBOSH IGC or equivalent internationally recognized HSE certification
-
IOSH Managing Safely
-
ISO 45001 Lead Auditor or Internal Auditor (advantage)

Environmental Management certifications are a plus
Experience Requirements
-
Minimum 3–5 years of relevant experience in an HSE or Safety Officer role
-
Prior experience in the Energies, Oil & Gas, Power, or Industrial sector is highly desirable
-
Proven experience working on construction sites, plants, or operational facilities
-
Experience working with multinational teams and contractors is an advantage
