A leading organization in the UAE is currently seeking qualified and experienced Safety Officers to support ongoing and upcoming projects in Dubai. This opportunity is ideal for proactive HSE professionals who are passionate about workplace safety, regulatory compliance, and fostering a strong safety culture in high-risk environments.

We are recruiting NEBOSH-certified Safety Officers across two qualification levels to strengthen site safety operations and ensure full compliance with UAE health, safety, and environmental regulations.

Available Positions

1. Safety Officer – NEBOSH Diploma

Number of Positions: 1
Monthly Salary: AED 12,885

  • Basic Salary: AED 10,000

  • Overtime (3 additional hours daily): AED 2,885

2. Safety Officer – NEBOSH IGC

Number of Positions: 2
Monthly Salary: AED 10,955

  • Basic Salary: AED 8,500

  • Overtime (3 additional hours daily): AED 2,455

Job Location

This role is site-based and requires active involvement in daily operations, inspections, and workforce engagement.

Role Overview

The Safety Officer will play a critical role in preventing workplace accidents, ensuring legal compliance, and promoting a strong HSE culture across construction, industrial, or infrastructure project sites. The role involves hands-on safety supervision, coordination with site teams, enforcement of safety standards, and continuous monitoring of site activities.

The ideal candidate will be confident in conducting inspections, delivering safety training, identifying hazards, and intervening when unsafe acts or conditions are observed.

Key Responsibilities

Site Safety Management

  • Conduct daily, weekly, and monthly site safety inspections to identify unsafe acts, unsafe conditions, and non-compliance issues.

  • Perform job safety analysis (JSA) and risk assessments for ongoing and new site activities.

  • Ensure implementation of control measures identified in risk assessments.

  • Monitor high-risk activities such as work at height, lifting operations, hot works, confined space entry, and excavation works.

Compliance and Regulatory Enforcement

  • Ensure strict compliance with UAE HSE regulations, local authority requirements, and company safety policies.

  • Enforce project-specific HSE plans, method statements, and permit-to-work systems.

  • Monitor subcontractor compliance with HSE standards and contractual obligations.

  • Support audits by internal teams, consultants, or regulatory authorities.

Training and Safety Awareness

  • Deliver site safety inductions for new employees, subcontractors, and visitors.

  • Conduct toolbox talks and safety briefings on relevant topics based on site activities and incident trends.

  • Promote safety awareness campaigns and proactive reporting of hazards and near misses.

  • Coach and mentor workers and supervisors on safe work practices.

Incident Management and Reporting

  • Investigate accidents, incidents, near misses, and dangerous occurrences.

  • Prepare incident investigation reports, including root cause analysis and corrective action plans.

  • Maintain accurate records of incidents, inspections, training, and corrective actions.

  • Follow up on corrective and preventive actions to ensure closure.

Coordination and Communication

  • Work closely with site managers, engineers, supervisors, and subcontractors to maintain safe operations.

  • Participate in site meetings and provide safety input during planning stages.

  • Actively intervene to stop unsafe work when necessary.

  • Support emergency preparedness activities, including drills and response planning.

Requirements and Qualifications

Mandatory Qualifications

  • NEBOSH Diploma (for Safety Officer – Diploma role)

  • NEBOSH International General Certificate (IGC) (for Safety Officer – IGC role)

Experience

  • Relevant HSE / Safety experience preferred, particularly in:

    • Construction projects

    • Industrial facilities

    • Infrastructure or civil engineering works

  • Prior experience working in the UAE or Gulf region is an advantage, but not mandatory.

Technical Competencies

  • Strong understanding of:

    • Risk assessments and method statements

    • Permit-to-work systems

    • Incident investigation techniques

    • Emergency response procedures

  • Familiarity with UAE HSE laws, international safety standards, and best practices.

Skills and Personal Attributes

  • Excellent communication and interpersonal skills

  • Strong observation, reporting, and documentation abilities

  • Confident in enforcing safety rules and addressing unsafe behaviors

  • Ability to work independently in a fast-paced site environment

  • Professional, ethical, and safety-focused mindset

Working Hours and Conditions

  • Working Schedule:

    • 12 hours per day

    • 6 days per week

This role requires commitment, visibility on site, and flexibility to support extended working hours as per project needs.

Salary Package

  • Competitive monthly salary with a fixed overtime component for 3 additional hours daily.
