As an HSSE Projects Focal Point The successful candidate will work in the exciting, fast-paced business of Unconventionals, a key resource play for Shell. The Argentina Asset is Shell’s key resource play outside North America in the Unconventional Resources business.
This position provides HSSE Leadership and support to Shell’s local construction leadership team, the position’s primary customer. He or she must possess visible and felt leadership skills in influencing and inspiring HSSE behavior and performance and be able to build a clear and shared vision of “no harm to people and protect the environment”. Is responsible for assisting in implementation and monitoring of the Projects HSSE Program and Management System requirements, identify risk control measures, and implement the established PTP HSSE processes to provide uniform Safety Systems. Primary responsibilities include:
The HSSE Projects Focal Point will act as an HSSE leadership coach, providing guidance to Projects line leaders, in order to improve their HSSE leadership behaviors and competences.
Having strong presence at the different workfronts, for ensuring visible HSE leadership, intervention and coaching in the field.
Develop and maintain a consistent HSSE Culture and practices, provide project Front End HSSE Support to Projects HSSE Lead.
Engage with contractors to positively influence HSSE standards that continuously improve the contractor HSSE performance.
Responsible for ensuring quality and timely reporting of site Projects HSE parameters and initiatives, including weekly reports, monthly HSE reports, trending, etc.
Develop local HSE documents as required by the Asset and Projects HSE.
Lead incident investigations that will minimize or mitigate future incident occurrences affecting people, assets, reputation and the environment and promote lateral learning. (this may require additional training and development i/e Causal Learning.)
Participate and facilitate in select higher significance incident investigations. Develop HSSE processes and tools, which are critical to improving the HSSE performance of the business. Leverages best practice and implements learning from incidents throughout PTP Unconventionals regions and PTP business partners.
Promote effective communication and working relationships in HSSE & SP matters between the Regions and project sites, the various HSE groups and Projects leadership.
Build HSE competencies and capability at the regional/asset level through the HSSE Focal Points and Technicians.
Mentoring of junior HSSE staff.
Support consistent implementation of systems, processes and programs to meet regulatory and Shell requirements.
Participate in Asset HSE Meetings, Monthly HSE Meeting with Contractors and other defined with Construction.
Additional desired duties for this role:
Provide operational leadership by working with Shell and contractors in the relentless pursuit of Goal Zero.
Act as the HSSE Projects Focal Point within the Asset HSSE Team, having primary responsibility for Projects activities, including: Mechanical, Civil Works, Pipeline, Communications and other construction settings, through the Projects & Technology’s Support, Coach, Challenge philosophy.
Front End duties to include: extensive and strict compliance to Shells Contractor Safety Management requirements, such as, Contractor Assessments, Contractor Orientation, Constructability Reviews, Integrate HSSE in Planning and Procedures
Promote effective communication and working relationships in HSE matters between the Construction Team and Projects Engineers and contract workforce.
Support the HSSE Projects Team Lead through various improvement projects and initiatives that will guide the team to achieve Goal Zero performance.
Providing interpretation of applicable federal and provincial regulations (Local Provincial regulations and applicable Argentina law)
Build long-lasting and constructive internal and external relationships with contractor, and business partners.
Coordinate reviews of critical safe work practices across the region and validate procedures and safe work practices (including Waste, WHMIS, TDG, and Chemical Handling).
Bachelor Degree in HSSE related areas, or equivalent
Experience on HSSE Management at oil and gas industry.
Minimum 7+ years of demonstrated technical experience on HSSE Management capacity.
Must have Argentina authorization to work in Argentina already in place.
Must have valid Passport and Argentina Authorization to travel to US.
Advance level in English & Spanish
Current driver’s license required.
This position will have a solid-line reporting relationship to the Argentina Asset HSSE Manager.
dotted-line relationships will be maintained with Projects (primary customer) and Projects HSSE (discipline guidance).
The position will have a fluent communication with the Projects Construction Manager, in order to provide advice and support on site HSE and participate in construction initiatives.
This position will have the responsibility of providing direction to the assigned HSSE Technicians that are providing support to Projects activities through a dotted-line relationship.
