This role is ideal for an HSE professional who is passionate about creating safe, compliant, and environmentally responsible workplaces. The successful candidate will play a critical role in identifying workplace hazards, ensuring regulatory compliance, promoting a strong safety culture, and supporting continuous improvement across operations.

Role Overview

The HSE Engineer will be responsible for implementing and maintaining effective health, safety, and environmental management systems across project sites and operational facilities. The role requires a strong understanding of HSE legislation, risk management principles, and practical site-based safety implementation.

You will work closely with management, supervisors, contractors, and employees to ensure that all activities are conducted safely, responsibly, and in compliance with applicable laws, internal standards, and international best practices.

Key Responsibilities

1. Risk Assessment and Hazard Identification

  • Conduct comprehensive risk assessments, hazard identification, and job safety analyses (JSA/JHA) across work activities, facilities, and processes.

  • Identify potential health, safety, and environmental risks associated with operations, equipment, materials, and work methods.

  • Evaluate environmental impacts related to operations and propose effective control and mitigation measures.

  • Develop, implement, and regularly review risk control strategies, ensuring they remain effective and aligned with changing site conditions.

  • Maintain up-to-date risk registers and ensure findings are communicated clearly to relevant stakeholders.

2. HSE Training and Awareness

  • Develop, coordinate, and deliver HSE training programs for employees, supervisors, and contractors at all levels.

  • Ensure staff are fully aware of workplace hazards, safe work procedures, emergency response plans, and legal obligations.

  • Conduct induction training for new employees and contractors before site deployment.

  • Organize toolbox talks, safety briefings, and refresher training sessions to reinforce safe behaviors and best practices.

  • Promote a proactive safety culture by encouraging employee participation and reporting of unsafe conditions or near-miss incidents.

3. Site Inspections and Compliance Monitoring

  • Perform regular HSE inspections and audits of work sites, facilities, equipment, and operational processes.

  • Verify compliance with local HSE regulations, company policies, client requirements, and industry standards.

  • Identify non-conformities, unsafe acts, and unsafe conditions, documenting findings accurately and objectively.

  • Issue corrective and preventive action recommendations and follow up to ensure timely closure.

  • Support internal and external audits, inspections, and regulatory visits.

4. Incident Investigation and Reporting

  • Lead or participate in the investigation of incidents, accidents, near misses, and environmental events.

  • Identify root causes using recognized investigation methodologies.

  • Prepare detailed incident reports with practical corrective and preventive actions.

  • Track trends in incidents and safety performance indicators to support continuous improvement.

  • Ensure lessons learned are communicated across the organization to prevent recurrence.

5. HSE Documentation and Record Management

  • Maintain accurate and up-to-date HSE documentation, including policies, procedures, permits, checklists, and reports.

  • Ensure proper record-keeping for training, inspections, risk assessments, incidents, and audits.

  • Support the development and implementation of HSE management systems in line with ISO standards (e.g., ISO 45001, ISO 14001), where applicable.

  • Prepare periodic HSE performance reports for management review.

6. Environmental Protection and Sustainability

  • Monitor environmental aspects such as waste management, emissions, spills, and resource usage.

  • Ensure compliance with environmental regulations and permit requirements.

  • Promote environmentally responsible practices and continuous improvement initiatives.

  • Participate in environmental impact assessments and monitoring activities when required.

7. Collaboration and Communication

  • Work closely with project managers, supervisors, engineers, and contractors to integrate HSE requirements into daily operations.

  • Act as a trusted HSE advisor, providing practical guidance and solutions rather than only enforcement.

  • Communicate HSE expectations clearly and effectively to multicultural teams.

  • Support management in achieving company HSE objectives and performance targets.

Required Qualifications and Experience

  • Bachelor’s degree in Occupational Health and Safety, Environmental Engineering, Engineering, or a related field.

  • Proven experience working as an HSE Engineer, HSE Officer, or similar role, preferably in industrial, construction, oil & gas, or infrastructure environments.

  • Strong knowledge of Kazakhstan HSE laws and regulations, as well as international HSE standards.

  • Practical experience in conducting risk assessments, site inspections, and safety training.

  • Familiarity with incident investigation techniques and reporting processes.

  • Professional HSE certifications (NEBOSH, IOSH, or equivalent) will be considered an advantage.
