About the Role
This position is ideal for a seasoned HSSE professional with deep experience in solar PV, renewable energy, or construction environments. The successful candidate will work closely with our project teams, EPC contractors, subcontractors, and clients to ensure that all safety protocols are implemented effectively and consistently across all phases of project execution.
Our projects operate in dynamic working environments, often involving heavy lifting operations, electrical risks, working at heights, and complex construction activities. Therefore, this role requires someone with proven expertise in implementing HSE processes such as Permit to Work (PTW), Lockout–Tagout (LOTO), risk assessments, method statement verification, and emergency preparedness.
Key Responsibilities
As an HSSE Officer at Emerge Energy, you will take a leading role in strengthening our commitment to safe and sustainable project delivery. Your daily responsibilities will include a blend of compliance monitoring, field supervision, proactive engagement, and continuous improvement initiatives.
1. HSE Monitoring and Compliance Oversight
You will be responsible for continuously monitoring HSSE performance across all assigned solar PV sites. The role demands a strong presence in the field—inspecting work activities, engaging with supervisors, and ensuring that all project operations strictly adhere to local regulations, company standards, and client requirements. This includes verifying that contractors and subcontractors maintain proper documentation, follow approved procedures, and consistently meet safety expectations.
2. Review of Risk Assessments and HSE Documentation
A critical part of the position involves reviewing and approving project-specific documents such as Risk Assessments (RA), Job Hazard Analyses (JHA), Method Statements, Lifting Plans, and PTW documentation. You will ensure that all high-risk activities—particularly electrical works, lifting operations, hot work, and work at heights—are supported by robust safety plans and control measures.
3. Conducting Toolbox Talks, Inductions, and Safety Training
You will lead engaging and informative toolbox talks, deliver safety inductions for new personnel, and coordinate targeted safety training sessions. Your ability to communicate clearly and influence workers at all levels will be essential in promoting a strong safety culture and ensuring that critical safety messages resonate with the workforce.
4. Site Inspections, Audits, and Compliance Reporting
Routine and ad-hoc inspections will form a substantial part of your daily tasks. You will document findings, identify non-conformances, recommend corrective actions, and follow up to ensure closure. You will also support company-wide and client-driven HSSE audits, preparing reports that provide insight into performance trends and opportunities for improvement.
5. Supporting Incident Investigations
In the event of near-misses, unsafe acts, or incidents, you will be responsible for initiating or supporting an investigation, identifying root causes, and recommending preventive measures. Your objective analysis and methodical approach will help ensure lessons learned are effectively shared across project teams.
6. Coordination with Internal and External Stakeholders
The HSSE Officer will collaborate closely with project managers, site engineers, EPC partners, clients, and subcontractors. This includes participating in coordination meetings, supporting project planning activities, ensuring alignment with HSSE requirements, and acting as the main point of contact for safety-related matters on site.
Requirements for the Ideal Candidate
We are looking for someone who brings a blend of technical competence, practical field experience, and strong leadership qualities. To succeed in this role, you should meet the following criteria:
Educational and Professional Qualifications

Bachelor’s degree in Engineering, Safety, Environmental Science, or a related discipline (Engineering background preferred).

NEBOSH International General Certificate (IGC) is mandatory.
Experience Requirements

8–10 years of professional HSE experience, ideally with substantial field involvement.

Minimum 5 years working in the Kingdom of Saudi Arabia, with a strong understanding of local HSSE laws and regulatory bodies.

Proven experience in solar PV, renewable energy projects, or major construction environments.
Technical Competencies
You should have hands-on capability in:
