As part of our commitment to excellence and continuous improvement, we are seeking a competent, proactive, and experienced HSE Supervisor to support our site operations and strengthen our safety culture across projects.
This role is key to our operations and plays a vital part in ensuring that all construction activities are executed safely, responsibly, and in full compliance with statutory, client, and international HSE standards.
Position Overview: HSE Supervisor
The HSE Supervisor will be responsible for coordinating, implementing, monitoring, and continuously improving HSE performance across project sites. The role involves close collaboration with the HSE Manager, project managers, site supervisors, HSE officers, site nurses, and client representatives.
The successful candidate will demonstrate strong leadership, hands-on site experience, excellent communication skills, and a solid understanding of ISO 45001, ISO 14001, and ISO 9001 management systems.
Key Responsibilities and Duties
1. Coordination and Supervision of HSE Personnel

Coordinate and oversee the daily activities of HSE Officers and Site Nurses across project locations.

Ensure HSE personnel are effectively deployed and aligned with site priorities.

Provide technical guidance, mentorship, and on-the-job coaching to HSE officers to improve performance and competence.
-
Monitor attendance, discipline, and effectiveness of the HSE team.
2. Proactive HSE Management
-
Actively manage site HSE activities with a proactive and preventive approach, rather than reactive compliance.
-
Identify potential hazards and unsafe conditions before incidents occur.
-
Support the implementation of risk control measures in line with the hierarchy of controls.
-
Promote a strong safety culture where workers feel responsible for their own safety and that of others.
3. Toolbox Talks and Daily Safety Engagement
-
Organize, coordinate, and actively participate in daily toolbox talks at the site.
-
Ensure toolbox talks are relevant, task-specific, and aligned with ongoing site activities.
-
Verify that toolbox talks are properly documented, signed, and retained for records.
-
Encourage worker participation and feedback during safety discussions.
4. Job Safety and Environmental Analysis (JSEA)
-
Conduct and review Task-Specific Job Safety and Environmental Analysis (JSEA) for construction activities.
-
Ensure JSEAs are practical, understandable, and effectively communicated to workers.
-
Confirm that identified control measures are implemented and monitored.
-
Update JSEAs when work conditions, scope, or methods change.
5. Permit to Work (PTW) Coordination
-
Monitor and coordinate Permit to Work (PTW) Officers to ensure permits are issued, controlled, and closed correctly.

Ensure PTW systems are implemented for high-risk activities such as:

Hot work
-
Confined space entry
-
Work at height
-
Lifting operations
-
Electrical isolation
-

Verify compliance with permit conditions during execution of work.
6. Equipment Inspection and Reporting
-
Conduct and coordinate monthly inspections of tools, machinery, lifting equipment, and safety devices.

Ensure inspection checklists are completed accurately, and defects are reported promptly.
-
Track corrective actions and follow up until closure.
-
Support the removal of defective or unsafe equipment from service.
7. Incident Investigation and Reporting
-
Carry out preliminary incident and near-miss investigations in line with company procedures.
-
Collect evidence, interview witnesses, and identify immediate and root causes.
-
Prepare clear and factual incident reports with corrective and preventive actions.
-
Support the HSE Manager during major incident investigations.
8. Management Walkthroughs and Client Engagement
-
Participate in weekly management walkthroughs to assess site safety conditions.
-
Attend HSE performance review meetings with the client, representing the company professionally.
-
Present HSE observations, trends, and improvement actions during meetings.
-
Support the resolution of client HSE observations and audit findings.
9. Performance Monitoring and Reporting
-
Provide weekly performance reports on the activities and effectiveness of HSE officers.
-
Track key HSE performance indicators such as:

Incident and near-miss reports
-
Toolbox talks conducted
-
Inspections completed
-
Training delivered
-

Support the HSE Manager with data for monthly and quarterly reports.
10. HSE Awareness Campaigns and Training
-
Organize and support HSE awareness campaigns across project sites.
-
Coordinate site-based safety training, inductions, and refresher sessions.
-
Promote campaigns on topics such as:

PPE compliance
-
Working at height
-
Manual handling
-
Fire safety
-
Environmental protection
-
-
Encourage workforce engagement and participation in safety initiatives.
11. Participation in HSE Meetings
-
Actively participate in monthly HSE meetings, contributing observations and improvement ideas.
-
Support the preparation of meeting agendas and minutes when required.
-
Follow up on assigned action items and ensure timely closure.
12. Compliance with ISO Management Systems
-
Ensure site activities comply with ISO 45001 (OH&S), ISO 14001 (Environmental), and ISO 9001 (Quality) requirements.
-
Support audits, inspections, and compliance assessments.
-
Promote integration of HSE and quality processes on site.
13. HSE Documentation and Record Keeping
-
Maintain accurate and up-to-date HSE documentation, including:

Risk assessments
-
JSEAs
-
Inspection records
-
Incident reports
-
Training records
-
-
Ensure documents are properly filed and readily available for audits and client reviews.
14. Reporting Line and Additional Duties
-
Report directly to the HSE Manager.
-
Carry out other duties assigned by the HSE Manager and Project/Site Managers as required.

Provide support during audits, inspections, and emergencies.
Candidate Requirements and Qualifications
Mandatory Criteria

First Degree in a relevant discipline

NEBOSH International General Certificate (IGC)

ISPON Level 3 Certification
-
Proven experience in construction or EPC project environments
