HSE Superintendent Job in Qatar

Residential contract based in Qatar, working for an international operator.
Single status assignment.
Initial contract will run through to September 2022.
In close contact with the ESO Management Team the job holder manages HSE issues related to Contract application and the reporting to MP HSE for Onshore and Offshore activities. In addition the job holder is accountable for the following:
o Demonstrate an exemplary behavior with regard to HSE rules & requirements
o Promotes HSE policy, Safety Culture and Objectives (Incident Free, 10 Golden rules, etc.)
o Ensure deployment of MP HSE plan and procedures on ESO packages
o Review and prepare HSE related Contracts for packages ensuring the CLIENT HSE MS and MP HSE procedures are taking into account
o Support ESO packages in the evaluation and selection of bidders during Call for Tender process
o Assist ESO packages in the execution of the detailed engineering, procurement, fabrication, commissioning, transportation and installation phases
o Provide support and expertise to ESO projects for achieving their HSE performances in line with CLIENT’s HSE policy and objectives
o Highlight and alert MP head Of HSE about identified CONTRACTOR deviation from contract requirements
Field development will involve several new projects that would be executed in parallel over the period of 5 years with CAPEX investment of around 3.5 Billion USD. The Major Projects consist of:
New wellhead platforms (WHP) installation: 7 new WHPs, each including bridges and tie-ins to existing platforms,
Pipelines global network: Existing pipeline(s) replacement for integrity and debottlenecking,
Produced water treatment project: Integrate a new module to increase produced water treatment facility,
WAG extension 1 : Install new pipelines to build gas network for extension of the WAG on H, E and C locations,
Export Scheme Optimization (ESO): Potentially two converted moored FSOs replacing the existing storage facilities,
New K complex : new platforms.
The aim of the Export Scheme Optimisation (ESO) Project is to replace the existing export system by 2 new FSOs and 2 new SPMs. ESO project is organized into 2 packages:
o FSO package: 2 new converted spread moored VLCCs,
o SURF package: 2 new SPMs, subsea network such as pipeline, risers, PLET & PLEM, brownfield modifications and associated tie-ins on platform topside.
The ESO HSE Superintendent is mainly responsible for the establishment of the Project Quality Management System, Quality Control and Quality Surveillances activities across the ESO Project from FEED till hand-over of the PLANT.
o Promote Incident Free safety culture program and participate actively in all HSE campaigns launched by CLIENT and MP
o Participate to Package Meetings when required and provide proper reporting
o Provide support to Packages during Call For Tender process
o Review Pre-Qualification Dossier and reply to Technical Clarifications from bidders
o Organize and lead HSE audits for qualification or baseline and follow-up when required
o Participate to HSE team recruitment and anticipate needs of resources for both packages
o Provide support and guidance to HSE Superintendent to ensure proper application of COMPANY Standards, Guidelines and use of approved Templates (HSE Inspections, Dashboard for reporting, etc)
o Provide support to COMPANY HSE superintendent in the deployment of COMPANY HSE plan at CONTRACTOR yard location (Emergency Response, Incident Reporting, HSE KPI reporting, etc)
o Ensure CONTRACTOR HSE Procedures and documents are issued on time and in line with COMPANY standards – use of PRODOM for review process
o Provide support and participate to Hazard Identification and Risk Assessment with CONTRACTORS
o Provide Guidance to CONTRACTORS on Contract requirements and COMPANY standards
o Review and comment CONTRACTORS documents on PRODOM
o Consolidate HSE reporting from Sites and report to Head of HSE.
o Steer when necessary with CONTRACTORS to ensure compliance to HSE Objectives
o Participate when required to Incident investigation with CONTRACTOR
o Monitor the implementation of actions following analysis of accidents, incidents, audits and inspections.
o Compile lessons learnt and issue SFN when necessary, reporting through SYNERGI may be required
o Ensure that relevant feedback from previous similar projects are considered during project works performance
o Assist Head of HSE in the preparation of Offshore phase, provide support to CONTRACTORS to ensure all necessary trainings, documents, certifications, etc are ready on time for the campaign.
o Perform other tasks as assigned by the hierarchy.
CONTEXT AND ENVIRONMENT
o Major Projects involve the development of new offshore platforms bridge linked to the existing facilities, installation of subsea pipelines, debottlenecking of surface facilities, and replacement of existing FSOs. All these activities could be executed across several international sites. Projects will require complex interfaces with other entities of CLIENT.
o MP HSE is an entity of CLIENT and shall comply fully with CLIENT HSEQ process and standards, regular meeting with other CLIENT divisions and sharing of experience is mandatory.
o FEED and EPC execution shall take place at Contractor premises,
o Possibility of multiple worldwide missions or relocations to follow-up engineering development and EPC execution with various contractors
QUALIFICATIONS & EXPERIENCE REQUIRED
o Master Graduation or equivalent in HSE, Risk Assessment, environment or similar disciplines
o Large experience on similar activities at equivalent position, work in Office to issue documentation, standards, plans, etc.
o Previous experience in Team managing, reporting consolidation, support function
o Familiar with TOTAL SA General Specifications,
o English fluent.
o Offshore experience is mandatory
o Professional Experience (number of years) : 15 years (10 years in projects)
o Strong experience in Asian Construction Yard and offshore campaigns,
o Experience in conversion FSO project is a plus
o Good communication skills and leadership skills
o Ability to work on projects in a complex and multicultural environment,
