Job description

The individual in this position will be responsible for Emergency Response, Loss Prevention, and Security for the Pipeline Organization. The individual is a site resource in achieving and maintaining compliance with federal Pipelines and Hazardous Materials Safety Administration (PHMSA), state (Texas Railroad Commission (TRRC), Texas General Land Office (GLO), Louisiana Department of Natural Resources (LDNR), and local emergency response and security regulations and company standards, and helps drive the Pipeline Organization to Goal Zero performance. The individual will also serve as the Equistar Pipeline liaison to all public emergency response officials.

Role And Responsibilities: Emergency Response

  • Ensure compliance with federal and state emergency response regulations (PHMSA, TRRC, LDNR, GLO) and corporate requirements (ER & Loss Prevention)
  • Provide subject matter expertise, daily support, and leadership of the Pipeline’s emergency response program
  • Work with Training Coordinator to ensure affected personnel are adequately trained on emergency response topics (plans, procedures, NIMS, HAZWOPER, etc)
  • Plan, execute and evaluate drills, exercises and simulations required by various government agencies, including but not limited to Texas Railroad Commission, GLO – identify areas for improvement and implement corrective actions
  • Conduct and document face-to-face liaison activities with all public emergency response officials
  • Ensure inspection, testing and maintenance of emergency management systems and loss prevention equipment is completed per company standards and kept in a “ready” state
  • Maintain working relations with MIG & MAMB, plus customer, industry, and regulator ER program leads; participate in LEPC meetings
  • Maintain Emergency Preparedness and Response Plan & EOC resources
  • Provide field support during incidents and emergencies
  • Conduct and/or support internal (Operational Excellence) & external (OSRO, GLO, RRC) audits
  • Participate in LYB Emergency Response Coordinator meetings
  • Support other members of the Pipeline HSE Organization as neededSecurity
  • Ensure compliance with federal and state security regulations and company standards
  • Provide subject matter expertise, daily support, and leadership of the Pipeline’s security program
  • Maintain the Pipeline Security Program and plan according to company and agency requirements
  • Evaluate physical and other security measures at pipeline sites; recommend and implement enhanced measures as necessary
  • Plan, conduct, and evaluate security drills & exercises – identify areas for improvement and implement corrective actions
  • Develop and present security training
  • Work with Corporate Security on Security Vulnerability Assessments for the Pipeline Organization
  • Monitor DHS security threat conditions and implement additional measures as required
  • Participate in industry, TSA and company Security Coordinator meetings
  • Serve as the Point of Contact for TWIC issues

 

Requirements

  • High School diploma required
  • Minimum of 5 years relevant emergency response experience with a pipeline organization or petrochemical facility
  • Security experience and safety experience with a pipeline or petrochemical facility preferred
  • National Incident Management System (NIMS), Incident Command (IC) & Emergency Operations Center (EOC) experience
  • ~ 25% travel in the Corpus Christi, Texas to Lake Charles, Louisiana area Functional competencies
  • Must be able to foster relationships with co-workers that are conducive to timely completion of stated objectives
  • Ability to effectively use Microsoft Office Suite programs
  • Functions with minimal day to day supervision
  • Serve in on-call rotation for HSE incidents
