We are currently seeking experienced and motivated Health, Safety & Environment (HSE) Officers to join our growing operations across the United Arab Emirates. This role is ideal for safety professionals who are passionate about workplace safety, regulatory compliance, and building a strong safety culture within fast-paced project environments.
As an HSE Officer, you will play a critical role in ensuring that all company activities are carried out in compliance with UAE laws, international best practices, and the company’s HSE policies. You will work closely with project managers, engineers, supervisors, and site personnel to identify hazards, reduce risks, and promote safe working behaviors across all operational levels.

Position Overview
Job Title: HSE Officer
Reporting To: HSE Manager / Project Manager
Work Location: Project Sites and Company Facilities (UAE-wide, depending on assignment)
The HSE Officer will be responsible for the day-to-day implementation, monitoring, and continuous improvement of Health, Safety, and Environmental management systems on assigned projects or facilities. The role requires hands-on site involvement, strong communication skills, and a solid understanding of UAE HSE regulations and international safety standards.
Key Responsibilities
As an HSE Officer, your responsibilities will include, but are not limited to the following:
Health and Safety Compliance

Ensure full compliance with UAE HSE laws, local authority requirements, and industry regulations.

Implement and enforce company HSE policies, procedures, and safe systems of work.

Monitor site activities to ensure compliance with approved method statements, risk assessments, and permit-to-work systems.
Risk Assessment and Hazard Control

Conduct regular hazard identification and risk assessments (HIRA) across project activities.
-
Recommend and implement appropriate control measures to minimize or eliminate risks.

Review job safety analyses (JSA) and method statements before task execution.
Site Inspections and Audits
-
Carry out daily, weekly, and monthly HSE site inspections.
-
Identify unsafe acts, unsafe conditions, and environmental risks.
-
Track corrective and preventive actions and ensure timely closure.
Incident Reporting and Investigation
-
Lead or participate in the investigation of incidents, near misses, and unsafe occurrences.

Prepare detailed incident investigation reports, including root cause analysis.

Recommend corrective actions and follow up on implementation.
Training and Safety Awareness

Conduct HSE inductions for new employees, contractors, and visitors.

Deliver toolbox talks, safety briefings, and awareness campaigns.

Promote a proactive safety culture through continuous engagement with the workforce.
Environmental Management

Monitor environmental aspects such as waste management, spill prevention, noise, and emissions.

Ensure compliance with environmental permits and environmental protection requirements.

Support initiatives aimed at reducing environmental impact and improving sustainability.
Documentation and Reporting

Maintain accurate HSE records, logs, and registers.
-
Prepare daily, weekly, and monthly HSE reports for management review.

Assist in preparing documentation for client audits, inspections, and certifications.
Emergency Preparedness

Support the development and implementation of emergency response plans.

Participate in emergency drills and ensure site readiness for emergencies.

Coordinate with site teams to ensure availability and maintenance of emergency equipment.
Coordination and Communication

Liaise with project teams, subcontractors, and clients on HSE matters.

Provide professional HSE advice and guidance to site management.
-
Actively participate in HSE meetings and project planning sessions.
Required Qualifications and Experience
Education and Certifications

Bachelor’s degree or diploma in Occupational Health and Safety, Environmental Science, Engineering, or a related field (preferred).

Recognized HSE certifications such as:

NEBOSH IGC
-
IOSH Managing Safely
-
OSHA (advantage)

Additional UAE-approved safety training is an added advantage.
Experience
-
3 to 8 years of proven experience in an HSE role within construction, energy, oil and gas, industrial, or engineering environments.

Demonstrated experience working on project sites in the UAE.

Hands-on experience with risk assessments, inspections, audits, and incident investigations.
Knowledge and Skills

Strong knowledge of UAE HSE regulations, local authority requirements, and international standards.

Good understanding of ISO 45001 and ISO 14001 principles.

Excellent communication skills (verbal and written).

Strong reporting, documentation, and analytical skills.

Ability to work independently with minimal supervision.

Ability to work collaboratively as part of a multidisciplinary team.

Proficiency in Microsoft Office (Word, Excel, PowerPoint).
