Position Overview: HSE Officer

The HSE Officer will be responsible for planning, implementing, monitoring, and continuously improving health and safety standards across company operations. The role involves regular site inspections, risk identification, compliance monitoring, documentation, staff engagement, and enforcement of safety procedures.

The HSE Officer will work closely with technicians, supervisors, site managers, and senior management to ensure that all work activities are conducted safely, efficiently, and in compliance with applicable regulations and standards.

Key Responsibilities and Duties

1. Development and Compilation of Safety Programs

The HSE Officer will be responsible for developing, compiling, and maintaining comprehensive safety programs that align with organizational goals and regulatory requirements. These programs will cover:

• Workplace safety procedures

• Emergency response plans

• Risk assessment and hazard control measures

• Incident prevention strategies

• Occupational health policies

All safety programs must be clearly documented, regularly reviewed, and updated to reflect operational changes, emerging risks, and regulatory updates.

2. Regular Inspection of Equipment and Worksites

Conducting routine and unscheduled inspections of equipment, tools, machinery, and work environments is a core responsibility of this role. The HSE Officer must ensure that:

• Unsafe conditions are promptly identified and corrected

• Non-compliance issues are documented and escalated appropriately

Inspection findings must be recorded accurately, and corrective actions must be tracked to completion.

3. Promotion and Enforcement of Safe Working Techniques

The HSE Officer is expected to actively promote safe work practices across all operational levels. This includes:

• Educating technicians on approved safe work methods

• Ensuring adherence to job safety analysis (JSA) procedures

• Discouraging unsafe shortcuts or hazardous behaviors

5. Building Professional Relationships with Employees

6. Ensuring Compliance with Safety Regulations

Maintaining full compliance with all applicable safety regulations is a key responsibility. The HSE Officer will:

• Ensuring uniform application of safety rules

Standardization helps reduce confusion, improve compliance, and strengthen the overall safety management system.

9. Hazardous Waste Identification and Disposal

The role requires proper identification, handling, storage, and disposal of hazardous waste in compliance with environmental and safety regulations. Responsibilities include:

• Identifying hazardous materials and waste streams

• Ensuring proper labeling and segregation

• Coordinating safe disposal through approved channels

• Preventing environmental contamination and health risks

10. Maintenance of Safety Registers and Records

The HSE Officer will compile and maintain relevant registers and documentation, including:

• Incident and accident registers

• Training records

• PPE issuance records

• Equipment inspection logs

• Risk assessment registers

11. Documentation and Reporting

This role involves comprehensive documentation, including:

12. Personal Protective Equipment (PPE) Compliance

The HSE Officer must ensure that all technicians and workers wear the correct PPE for their assigned tasks. This includes:

• Monitoring PPE usage on-site

• Addressing non-compliance immediately

• Ensuring PPE is in good condition and replaced when necessary

13. Monitoring and Supervision of Technicians

Continuous monitoring of technicians is essential to ensure safe work execution. The HSE Officer will:

• Escalate repeated violations to management

Required Qualifications and Experience

Educational Qualifications

• Bachelor’s Degree in a relevant field, or

• Higher National Diploma (HND) in a related discipline

Work Experience

• Minimum of 3 – 5 years of relevant work experience as an HSE Officer or in a similar safety role

• Proven experience working in operational, maintenance, construction, or technical environments is an advantage

Professional Certifications (Added Advantage)

While not mandatory, the following certifications will be considered a strong advantage:

• Health, Safety, and Environment (HSE) Certification

• NEBOSH (National Examination Board in Occupational Safety and Health)
