Overview
We are currently seeking a qualified, proactive, and experienced Health, Safety, and Environment (HSE) Officer to join our organization in the United Arab Emirates. This role is ideal for safety professionals who are passionate about workplace safety, regulatory compliance, and continuous improvement in occupational health and environmental protection.
The successful candidate must be available for immediate joining, possess a minimum NEBOSH IGC certification, and hold a valid UAE driving license. This position requires hands-on field experience, strong documentation skills, and a solid understanding of UAE HSE regulations.

Key Purpose of the Role
The HSE Officer will be responsible for implementing, monitoring, and continuously improving health, safety, and environmental standards across company operations. The role involves ensuring full compliance with UAE health and safety legislation, conducting inspections and risk assessments, delivering toolbox talks, and promoting a strong safety culture at all levels of the organization.
Key Responsibilities
Health and Safety Management

Implement and enforce company HSE policies, procedures, and safe work practices.

Ensure compliance with UAE HSE laws, local authority requirements, and industry best practices.

Conduct regular site inspections, audits, and safety walkthroughs.

Identify unsafe acts and unsafe conditions and recommend corrective actions.

Monitor compliance with Permit-to-Work (PTW) systems.
-
Ensure proper use of Personal Protective Equipment (PPE) on-site.
Risk Assessment and Hazard Control

Conduct Job Safety Analysis (JSA), Task Risk Assessments (TRA), and Method Statement reviews.

Identify potential hazards related to construction, maintenance, or operational activities.

Implement control measures using the hierarchy of controls.

Review and update risk assessments as site conditions change.
Incident Reporting and Investigation

Investigate accidents, incidents, near misses, and unsafe conditions.

Prepare detailed incident investigation reports with root cause analysis.

Recommend corrective and preventive actions to prevent recurrence.

Maintain accurate accident and incident records.
Training and Safety Awareness

Conduct safety inductions for new employees and subcontractors.

Deliver toolbox talks, safety briefings, and awareness campaigns.

Support supervisors and managers in enforcing safety standards.

Promote a positive safety culture and encourage workforce participation.
Environmental Management

Monitor environmental aspects such as waste management, spill prevention, and pollution control.

Ensure compliance with environmental regulations and company environmental policies.

Support initiatives that reduce environmental impact and promote sustainability.
Documentation and Reporting

Prepare and maintain HSE documentation, registers, and records.

Compile daily, weekly, and monthly HSE reports.

Maintain inspection checklists, training records, and audit findings.

Ensure all safety documents are accurate, updated, and properly filed.
Coordination and Communication

Liaise with site management, supervisors, and workers on HSE matters.

Coordinate with clients, consultants, and regulatory authorities when required.

Participate in HSE meetings and management reviews.

Support emergency preparedness and response activities.
Mandatory Requirements
Candidates must meet all of the following requirements to be considered:

Minimum NEBOSH IGC certification (mandatory)

Valid UAE driving license

Minimum 2 years of relevant HSE experience in the UAE or a similar environment

Strong working knowledge of Microsoft Word and Microsoft Excel

Experience in preparing HSE reports, risk assessments, and safety documentation
