Job Overview

We are seeking a highly competent, detail-oriented, and proactive Health, Safety & Environment (HSE) Officer to join a reputable organization delivering major Ashghal infrastructure projects in Qatar. This role is critical to ensuring that all construction and site activities are executed in full compliance with Ashghal requirements, Qatar Construction Specifications (QCS), and national HSE regulations.

The successful candidate will play a hands-on role in implementing, monitoring, and continuously improving the Health, Safety, and Environmental Management System across active project sites. You will work closely with project managers, engineers, supervisors, subcontractors, and Ashghal representatives to foster a strong safety culture, prevent incidents, and ensure legal and contractual compliance.

This position is ideal for an HSE professional with solid on-site experience in roads, drainage, utilities, and large-scale infrastructure projects, who understands the expectations of Ashghal and can confidently manage safety challenges in a dynamic construction environment.

Key Responsibilities

1. HSE Policy Implementation and Compliance

  • Implement and enforce approved HSE policies, procedures, and plans in line with Ashghal guidelines, QCS requirements, and Qatar labor and safety laws.

  • Ensure all site activities comply with contractual HSE obligations and approved project-specific HSE plans.

  • Support management in achieving zero-harm objectives and maintaining a proactive safety culture across all project locations.

2. Site Safety Inspections and Monitoring

  • Conduct regular and ad-hoc site safety inspections, audits, and walk-throughs to identify unsafe acts, unsafe conditions, and non-compliance issues.

  • Monitor high-risk activities such as excavation, lifting operations, confined space entry, hot works, work at height, and traffic management.

  • Issue safety observations, non-conformance reports (NCRs), and corrective action requests, and ensure timely closure.

3. Risk Assessment and Hazard Control

  • Prepare, review, and update Risk Assessments (RA), Job Safety Analysis (JSA), and Method Statements for construction activities.

  • Ensure that all hazards are adequately identified, assessed, and controlled before work commencement.

  • Verify that control measures are effectively implemented on site and understood by the workforce.

4. Permit to Work (PTW) Management

  • Ensure strict compliance with the Permit to Work (PTW) system for all high-risk and controlled activities.

  • Verify that permits are properly authorized, communicated, and closed out in line with project and Ashghal requirements.

  • Monitor PTW implementation on site to ensure conditions and controls remain valid throughout the work duration.

5. Toolbox Talks and Safety Training

  • Conduct regular toolbox talks, safety briefings, and induction sessions for workers, supervisors, and subcontractors.

  • Identify training needs based on site risks, incident trends, and inspection findings.

  • Support management in delivering HSE awareness programs that promote safe work behaviors and accountability.

6. Incident Reporting and Investigation

  • Report, investigate, and document incidents, near misses, unsafe acts, and dangerous occurrences in accordance with company and Ashghal procedures.

  • Carry out root cause analysis and recommend practical corrective and preventive actions.

  • Follow up on incident action plans to ensure effective implementation and continuous improvement.

7. Coordination with Project Teams and Stakeholders

  • Liaise closely with project managers, engineers, supervisors, and subcontractors to address HSE concerns and ensure alignment with project objectives.

  • Coordinate with Ashghal representatives, consultants, and client safety officers during inspections, audits, and site meetings.

  • Participate in HSE meetings and contribute to safety performance reviews.

8. Documentation and Record Management

  • Maintain accurate and up-to-date HSE records, including inspection reports, training logs, incident reports, PTW records, and safety statistics.

  • Prepare weekly and monthly HSE reports for internal management and client submission.

  • Ensure proper filing and availability of all safety documentation for audits and regulatory inspections.

9. Environmental and Welfare Compliance

  • Monitor environmental aspects such as waste management, spill prevention, dust control, and noise management in line with QCS and environmental regulations.

  • Ensure proper welfare facilities, PPE usage, housekeeping standards, and workforce wellbeing on site.

  • Promote environmentally responsible practices and compliance with project environmental management plans.

Requirements and Qualifications

Mandatory Requirements

  • NEBOSH International General Certificate (IGC) or equivalent internationally recognized HSE certification.

  • Minimum 3–5 years of hands-on HSE experience in construction or infrastructure projects within Qatar.

  • Proven experience working on Ashghal projects, particularly in roads, drainage, utilities, or major infrastructure works.

  • Strong working knowledge of Qatar Construction Specifications (QCS) and Ashghal HSE standards.

  • Solid understanding of Qatar labor law, HSE legislation, and construction safety best practices.

Preferred Requirements

  • Valid Qatar ID (QID) – candidates currently available in Qatar are strongly preferred.

  • Experience working with multicultural workforces and multiple subcontractors.

  • Familiarity with client and consultant safety audit processes.

  • Strong communication, reporting, and interpersonal skills.

  • Ability to work independently with minimal supervision in a fast-paced site environment.
