About the Role
The HSE Officer will play a critical role in ensuring that all company operations comply with local regulatory requirements and international health, safety, and environmental standards. The successful candidate will be responsible for identifying workplace hazards, conducting risk assessments, implementing safety controls, training employees, and supporting client and regulatory audits.
This role requires a proactive individual with strong field experience, documentation skills, and a deep understanding of DPR/NUPRC, NCDMB, and oil and gas client HSE expectations.
Job Summary
The HSE Officer is responsible for developing, implementing, monitoring, and continuously improving the organization’s Health, Safety, and Environment Management System (HSE-MS). The role involves routine inspections, incident investigation, contractor HSE monitoring, training facilitation, and tender documentation support.
You will work closely with operations teams, contractors, and management to ensure that workplace risks are identified, controlled, and minimized, while promoting a strong safety culture across all project sites.
Key Duties and Responsibilities
1. HSE Policy Development & Implementation

Develop, implement, and monitor HSE policies, procedures, and programs in line with DPR/NUPRC, NCDMB, and client-specific requirements.

Ensure company HSE practices align with international standards such as ISO 45001 and industry best practices.

Continuously review and improve HSE systems to address emerging risks and operational changes.
2. Workplace Inspections & Risk Assessments

Conduct routine and scheduled workplace inspections across all operational and project sites.

Carry out risk assessments, Job Safety Analysis (JSA), and hazard identification exercises.
-
Recommend practical and effective corrective and preventive actions to eliminate or reduce risks.
3. Compliance & Permit to Work (PTW) Management
-
Ensure strict compliance with statutory health and safety laws, environmental regulations, and client HSE requirements.

Monitor and enforce Permit to Work (PTW) systems for high-risk activities such as hot work, confined space entry, working at height, and lifting operations.

Ensure effective implementation of Toolbox Talks (TBT) before task execution.
4. Incident Reporting & Investigation
-
Investigate accidents, incidents, unsafe acts, unsafe conditions, and near-miss events.

Prepare comprehensive incident investigation reports with root cause analysis.
-
Track corrective actions and ensure timely close-out to prevent recurrence.

Maintain accurate HSE records, statistics, and performance dashboards.
5. Contractor & Subcontractor HSE Monitoring

Monitor contractor and subcontractor HSE performance on all project sites.

Conduct contractor HSE inductions, audits, and compliance checks.

Enforce adherence to approved HSE plans, method statements, and risk assessments.
6. HSE Training & Awareness

Conduct HSE inductions for new employees, contractors, and visitors.

Organize regular HSE training, safety briefings, and awareness programs.
-
Promote a positive safety culture through continuous engagement and communication.
7. Tender & Documentation Support

Prepare, review, and update HSE documentation for NipeX and client tender submissions.

Support prequalification processes and HSE audits for oil and gas clients.
Qualifications & Educational Requirements
-
Minimum of HND or BSc in Engineering, Environmental Science, Safety Management, or a related discipline.

A higher qualification or professional diploma in safety is an added advantage.
Mandatory Certifications
Candidates must possess the following certifications:

BOSIET (Basic Offshore Safety Induction and Emergency Training)

IOSH Managing Safely (or equivalent)
-
NEBOSH IGC (NEBOSH Diploma is an added advantage)
Additional certifications such as OSHA, ISO 45001 Lead Implementer/Auditor, or similar will be considered a plus.
