We are urgently seeking a dedicated and competent HSE Officer to join our team in Abu Dhabi, United Arab Emirates. This is a critical role within our operational structure, and we are specifically looking for individuals who bring not only technical HSE knowledge but also strong field experience, proactive safety leadership, and the ability to influence safe work behavior across multicultural teams.

Position Overview
As an HSE Officer, you will be responsible for ensuring that all HSE requirements, standards, and procedures are properly implemented and followed at the project site. You will support the Project Management Team (PMT), field supervisors, and workforce in achieving safe work execution by conducting inspections, monitoring activities, providing guidance, and continuously promoting a strong safety culture.
This role requires a safety professional who understands practical risks and challenges in heavy-industry environments and can apply safety procedures in a realistic, efficient, and solution-focused manner.
Key Responsibilities
Your duties will include, but are not limited to, the following:
1. Implementing HSE Policies and Procedures

Ensure full compliance with company HSE policies, legal requirements, client specifications, and international best practices.

Support the development and review of project-specific HSE plans, emergency response procedures, and risk assessments.
2. Conducting Site Inspections and Audits
-
Perform daily site inspections to identify hazards, unsafe conditions, or non-compliant work practices.
-
Prepare inspection reports and follow up on corrective and preventive actions to ensure closure within defined timelines.

Assist in internal audits and support external audits when required.
3. Supporting Safe Work Permits and Field Operations
-
Verify that all high-risk activities—such as hot work, confined space entry, lifting operations, working at height, and energization—are conducted under approved permits.

Work closely with permit issuers and performing authorities to ensure controls are in place before work begins.
4. Conducting Risk Assessments and HIRA Updates
-
Participate in the preparation and review of Job Safety Analysis (JSA), Hazard Identification & Risk Assessments (HIRA), and method statements.

Ensure that work teams understand risks and required control measures before commencing tasks.
5. Toolbox Talks and Safety Training
-
Conduct toolbox meetings, safety inductions, training sessions, and HSE awareness programs for employees.

Promote continuous learning and ensure workers understand procedures, hazards, and safe practices.
6. Incident Reporting and Investigation
-
Report all incidents, near misses, and unsafe conditions immediately.

Assist in incident investigation, root-cause analysis, and documentation of corrective actions.
7. Monitoring Compliance in High-Risk Environments

Ensure proper use of PPE, compliance with lock-out/tag-out procedures, and safe execution of critical activities.

Monitor subcontractors’ compliance with HSE requirements.
8. Emergency Response Preparedness

Support emergency drills and ensure emergency equipment (fire extinguishers, alarms, spill kits, etc.) is functional and accessible.

Participate in emergency response planning and evaluation.
9. Building a Proactive Safety Culture

Serve as a safety ambassador across all project teams.

Promote hazard reporting, safe behavior, and accountability at all levels.

Engage workers in open safety discussions to encourage ownership and awareness.
Candidate Requirements
We are looking for an HSE professional who meets the following minimum criteria:
Qualifications
-
Diploma or Bachelor’s Degree in Engineering, Environmental Science, or related fields (preferred but not mandatory if experience is strong).

NEBOSH IGC or equivalent internationally recognized HSE certification.

Additional HSE or industry-specific certifications (IOSH, OSHA, ISO 45001 internal auditor, Risk Assessment Certification, First Aid, Fire Warden, etc.) will be an advantage.
Experience
-
3–5 years of hands-on HSE experience in construction, oil & gas, fabrication, commissioning, or related heavy industry sectors.

Demonstrated experience working in UAE or GCC is highly desirable.

Strong knowledge of UAE safety regulations, ADNOC codes of practice, and international HSE standards.
