About the Role

The HSE Manager will be responsible for the overall planning, implementation, monitoring, and continuous improvement of Health, Safety, and Environmental policies across Oil & Gas operations. This position requires strategic thinking, regulatory knowledge, and the ability to influence behavior at all organizational levels.

You will work closely with senior management, site teams, contractors, and regulatory authorities to ensure all activities are conducted safely, responsibly, and in full compliance with applicable laws and standards.

Key Responsibilities

As the HSE Manager, your duties will include, but are not limited t,o the following:

1. HSE Policy Development and Implementation

  • Develop, review, and enforce comprehensive HSE policies, procedures, and systems aligned with Nigerian regulations and international standards.

  • Ensure effective implementation of the company’s HSE Management System across all projects and operational sites.

  • Regularly update HSE documentation to reflect changes in legislation, industry best practices, and organizational needs.

2. Regulatory Compliance

  • Ensure full compliance with Nigerian HSE laws and regulations, including DPR/NUPRC requirements, Factory Act provisions, environmental guidelines, and labor safety regulations.

  • Monitor compliance with international standards such as ISO 45001, ISO 14001, and industry-specific Oil & Gas HSE frameworks.

  • Prepare for and support regulatory inspections, audits, and assessments.

3. Risk Assessment and Hazard Management

  • Lead job hazard analysis (JHA), risk assessments, and method statement reviews for all operational activities.

  • Identify potential hazards and implement effective control measures to minimize risks.

  • Ensure risk registers are maintained and updated regularly.

4. Audits, Inspections, and Incident Management

  • Conduct routine HSE inspections, site audits, and compliance checks.

  • Lead incident investigations, root cause analysis, and corrective/preventive action implementation.

  • Prepare detailed incident and accident reports and present findings to management.

5. Training and Safety Culture Development

  • Design and deliver HSE training programs, toolbox talks, safety inductions, and refresher courses.

  • Promote a strong safety culture by encouraging employee engagement, reporting of near misses, and proactive safety behaviors.

  • Ensure all employees and contractors are adequately trained and competent to perform their tasks safely.

6. Emergency Preparedness and Response

  • Develop, implement, and test emergency response plans for Oil & Gas operations.

  • Coordinate emergency drills, simulations, and crisis management exercises.

  • Act as a key point of contact during emergencies and ensure lessons learned are captured and implemented.

7. Stakeholder and Regulator Engagement

  • Liaise with regulatory bodies, external auditors, clients, and community stakeholders on HSE matters.

  • Represent the organization during regulatory meetings and HSE reviews.

  • Support contractor HSE management and ensure alignment with company standards.

8. Continuous Improvement and Reporting

  • Drive continuous improvement initiatives to enhance HSE performance.

  • Track and analyze HSE KPIs, trends, and leading/lagging indicators.

  • Prepare monthly, quarterly, and annual HSE reports for management review.

Required Qualifications

To be considered for this HSE Manager position in Lagos, candidates must meet the following requirements:

Educational Qualifications

  • Bachelor’s degree in Environmental Science, Engineering, Occupational Health & Safety, or a related discipline.

  • A postgraduate qualification in HSE or Safety Management is an added advantage.

Professional Certifications (Mandatory)

  • NEBOSH certification (General Certificate or higher), or

  • IOSH certification (Managing Safely or equivalent)

Experience

  • Minimum of 8 years of progressive HSE experience.

  • Proven hands-on experience within the Oil & Gas sector is essential.

  • Demonstrated experience managing HSE systems in high-risk environments.
