About the Opportunity
A prestigious, large-scale infrastructure project in Dubai is seeking a highly experienced Health, Safety, Environment, and Security (HSES / HSSE) Manager to take full ownership of safety leadership across all project zones. This is a single appointment role, meaning the successful candidate will act as the overall Management Representative for all HSSE matters, providing strategic direction, operational oversight, and executive-level engagement with all stakeholders.
This role offers a rare opportunity to lead HSSE at the highest level on a complex, multi-zone infrastructure project in one of the world’s most dynamic construction markets. Preference will be given to candidates of European nationality with strong international project experience, particularly within large infrastructure, civil engineering, or mega-construction environments.
Role Purpose
The HSE Manager will be responsible for developing, implementing, and continuously improving the HSSE management system across the entire project lifecycle. Acting as the principal HSSE authority, the role ensures that safety, health, environmental protection, and security considerations are embedded into all construction and operational activities.
This position requires a strategic thinker with strong leadership presence, capable of influencing senior management, contractors, consultants, and client representatives while maintaining absolute authority on HSSE standards and compliance.
Key Responsibilities
1. HSSE Leadership and Governance

Act as the Management Representative for all HSSE matters across the project.

Establish clear HSSE leadership expectations and accountability at all organizational levels.

Provide strategic guidance to senior management on HSSE risks, performance, and improvement opportunities.

Ensure alignment with UAE regulatory requirements, international standards, and client-specific HSSE frameworks.
2. Stakeholder Liaison and Communication

Maintain continuous liaison with client representatives, consultants, and senior contractor management teams.

Represent the organization in HSSE meetings, audits, inspections, and regulatory engagements.

Lead HSSE coordination across multiple zones, contractors, and subcontractors to ensure consistency.

Act as the primary escalation point for critical HSSE issues and incidents.
3. HSSE Management Systems and Compliance

Develop, implement, and maintain a robust HSSE Management System aligned with ISO 45001, ISO 14001, and international best practices.

Ensure all policies, procedures, and work instructions are effectively communicated and enforced.

Lead internal and external HSSE audits, inspections, and compliance assessments.

Monitor legal registers and ensure full compliance with UAE laws, regulations, and client requirements.
4. Risk Management and Operational Control

Oversee hazard identification, risk assessments, and method statements (HIRA, RAMS, JSA).

Ensure effective control measures are implemented for high-risk activities such as:

Review and approve HSSE plans submitted by contractors and subcontractors.
5. Emergency Preparedness and Incident Management

Develop and implement emergency response plans, including crisis management and business continuity arrangements.

Lead emergency drills, simulations, and preparedness exercises across all zones.

Ensure all incidents, near misses, and unsafe conditions are thoroughly investigated.

Drive root cause analysis and corrective/preventive actions to prevent recurrence.
6. Training, Competency and Safety Culture

Develop and oversee comprehensive HSSE training programs for all project personnel.

Ensure competency-based training and certification requirements are met.

Promote a proactive, reporting-driven, and learning-oriented safety culture.

Mentor and develop HSSE team members to enhance overall project capability.
7. Performance Monitoring and Reporting

Establish HSSE KPIs, dashboards, and performance metrics aligned with project objectives.

Produce regular HSSE reports for senior management and client review.

Analyze trends, leading and lagging indicators, and implement targeted improvement initiatives.

Drive continuous improvement through data-driven decision-making.
Required Qualifications and Experience
Professional Experience

Minimum 5–10 years of experience in senior or managerial HSSE roles.

Proven experience in major infrastructure, civil engineering, or mega construction projects.

Demonstrated ability to manage HSSE across multiple zones or large project footprints.

Strong background in contractor management and complex stakeholder environments.
Certifications and Professional Memberships

NEBOSH International General Certificate (IGC) – Mandatory

NEBOSH Diploma or equivalent Safety Diploma – Mandatory

Membership or affiliation with internationally recognized OSH bodies (e.g., IOSH, IIRSM, CMIOSH) – Highly preferred
Academic Background
