About the Opportunity

TotalEnergies is seeking a highly experienced and proactive Health, Safety & Environment (HSE) Manager to oversee HSE operations across two active sites within the Benban Solar Park, one of the largest solar energy projects in the world. This role is critical to ensuring world-class HSE performance across construction, commissioning, and operational activities in a high-risk renewable energy environment.

Candidates with hands-on experience in Solar PV projects are strongly encouraged to apply. Residents of Aswan and surrounding areas are highly welcomed, as local knowledge and site familiarity will be considered a strong advantage.

Role Purpose

The HSE Manager will be responsible for planning, implementing, monitoring, and continuously improving all Health, Safety, and Environmental systems and practices across the assigned solar sites. The role requires strong leadership, technical competence, and the ability to influence contractors, subcontractors, and internal teams to maintain zero-harm objectives.

The successful candidate will serve as the primary HSE authority on-site, ensuring alignment with TotalEnergies’ corporate HSE standards, Egyptian legal requirements, and international best practices.

Key Responsibilities

1. HSE Leadership and Strategy

• Lead the overall HSE strategy for two operational solar sites within Benban Solar Park.

• Promote a strong safety-first culture throughout the entire workforce.

• Act as the principal HSE advisor to site management and project leadership.

• Champion continuous improvement initiatives to enhance HSE performance.

2. HSE Management Systems

• Develop, implement, and maintain an effective HSE Management System aligned with:

  • ISO 45001 (Occupational Health and Safety)

  • ISO 14001 (Environmental Management)

  • TotalEnergies internal HSE requirements

• Ensure site-level procedures, work instructions, and risk controls are fit for purpose and effectively implemented.

• Lead internal HSE audits, inspections, and management reviews.

3. Risk Assessment and Control

• Oversee the identification, assessment, and control of HSE risks associated with:

  • Solar PV installation and maintenance

  • Electrical works (LV/MV/HV)

  • Working at height

  • Lifting operations

  • Mobile plant and vehicle movements

  • Hot works and confined spaces (where applicable)

• Ensure Job Safety Analyses (JSA), Method Statements, and Permits to Work are properly reviewed and enforced.

4. Contractor and Subcontractor Management

• Evaluate contractor HSE competence before mobilization.

• Monitor contractor compliance with HSE plans, risk assessments, and legal requirements.

• Lead contractor HSE meetings and performance reviews.

• Intervene decisively where unsafe acts or conditions are observed.

5. Training, Awareness and Competence

• Identify HSE training needs and ensure appropriate training programs are delivered.

• Conduct or coordinate:

  • Site HSE inductions

  • Toolbox talks

  • Emergency drills

  • Specialized safety training for high-risk activities

• Promote workforce engagement through behavioral safety programs and safety campaigns.

6. Incident Management and Reporting

• Lead the investigation of incidents, near misses, and unsafe conditions.

• Ensure root cause analysis is conducted and corrective actions are implemented.

• Prepare and submit accurate HSE reports, statistics, and KPIs.

• Communicate lessons learned across sites to prevent recurrence.

7. Environmental Protection and Sustainability

• Ensure environmental controls are implemented to minimize impacts on land, air, and biodiversity.

• Monitor waste management, hazardous materials handling, and spill prevention measures.

• Ensure compliance with environmental permits and regulations.

• Support TotalEnergies’ sustainability and ESG objectives at the site level.

8. Emergency Preparedness and Response

• Develop and maintain emergency response plans for the site.

• Coordinate emergency drills involving fire, medical, electrical, and environmental scenarios.

• Liaise with local emergency services where required.

• Ensure emergency equipment and resources are available and functional.

9. Regulatory Compliance

• Ensure full compliance with:

  • Egyptian HSE laws and regulations

  • Client and lender HSE requirements

  • International standards and best practices

• Act as the main point of contact for regulatory inspections and audits.

Required Qualifications and Experience

Essential Requirements

• Bachelor’s degree in Engineering, Environmental Science, Occupational Health & Safety, or a related field.

• Minimum 8–12 years of HSE experience, with at least 3–5 years in a managerial or lead role.

• Proven experience in Solar PV or renewable energy projects (strongly preferred).

• Solid understanding of construction and operational HSE risks in large-scale projects.

• Demonstrated experience managing HSE across multiple sites.

Professional Certifications (Highly Preferred)

• NEBOSH International General Certificate (IGC) or equivalent

• NEBOSH Diploma or equivalent (added advantage)

• ISO 45001 / ISO 14001 Lead Auditor or Internal Auditor

• First Aid, Fire Safety, or Electrical Safety certifications
