About the Role

We are looking for a dedicated Health, Safety, and Environment (HSE) Engineer who will be responsible for overseeing, implementing, and continuously improving our safety management systems. The successful candidate will play a pivotal role in ensuring compliance with Saudi national regulations, global HSE best practices, and internal corporate policies.

This role involves hands-on field engagement, regular inspections, risk assessments, participation in audits, and continuous communication with project teams. Key Responsibilities

As an HSE Engineer in our Riyadh-based operations, your responsibilities will include:

1. Health and Safety Compliance

  • Ensure all site operations comply with Saudi national HSE regulations, statutory requirements, and company standards.

  • Monitor and enforce compliance with safety procedures, PPE usage, and hazard mitigation policies.

2. Risk Assessment and Hazard Control

  • Conduct comprehensive site risk assessments and recommend appropriate control measures.

  • Identify workplace hazards, evaluate associated risks, and prepare detailed risk assessment reports.

3. Safety Inspections and Audits

  • Perform regular site inspections, audits, and walkthroughs to identify unsafe acts, unsafe conditions, and areas for improvement.

  • Prepare corrective and preventive action reports (CAPA) and follow up to ensure timely closure.

4. Incident Reporting and Investigation

  • Respond promptly to incidents, accidents, and near misses.

  • Lead or assist in incident investigations, root cause analysis (RCA), and documentation of findings.

5. Training and Awareness Programs

  • Conduct safety inductions for new employees, contractors, and visitors.

  • Organize periodic HSE awareness sessions, toolbox talks, and refresher training to reinforce safety culture.

6. Documentation and Reporting

  • Prepare technical reports, safety performance summaries, and compliance records.

  • Maintain accurate and organized documentation for audits, inspections, and regulatory reviews.

7. Environmental Compliance

  • Ensure environmental protection procedures are followed in line with Saudi environmental laws.

  • Support waste management initiatives, pollution prevention efforts, and sustainability programs.

8. Stakeholder Communication

  • Communicate effectively with site supervisors, contractors, management teams, and external regulatory bodies.

  • Guide on HSE matters to ensure coordinated and efficient safety practices.

Qualifications and Mandatory Requirements

To be considered for this role, candidates must meet the following qualifications and professional requirements:

Educational Background

  • Bachelor’s degree in Engineering (mandatory).
    Candidates from Safety, Mechanical, Civil, Electrical, or Industrial Engineering backgrounds are encouraged to apply.

Certifications

  • SCE Registration (Saudi Council of Engineers) – mandatory for employment in Saudi Arabia.

  • NEBOSH (IGC or higher) – required.

  • IOSH – required.
    Additional certifications such as OSHA, IRCA Lead Auditor, ISO 45001, ISO 14001, or First Aid/Fire Safety credentials will be considered an advantage.

Experience and Knowledge

  • Proven hands-on experience implementing safety programs in industrial, construction, oil & gas, or facility management environments.

  • Strong knowledge of Saudi Arabian safety standards, codes of practice, and regulatory frameworks.

  • Familiarity with risk management, incident investigation tools, emergency procedures, and HSE software is beneficial.

Language and Communication Skills

  • Fluency in English and Arabic (speaking, reading, writing) is mandatory.

  • Must be capable of preparing clear and professional safety reports, presentations, and communication materials.

Other Requirements

  • Strong analytical and observational abilities.

  • Ability to work independently and as part of a multicultural team.
