As we continue to expand our operations, we are seeking a highly competent and experienced HSE Engineer to strengthen our safety leadership on active landscape projects in the Eastern Province.
Position Overview
The HSE Engineer will play a critical role in ensuring that all Plantira landscape projects are executed in full compliance with Saudi Arabian HSE regulations, international best practices, and client-specific safety requirements. The successful candidate will be responsible for developing, implementing, monitoring, and continuously improving the project HSE management system.
This role requires a hands-on safety professional with strong field presence, excellent communication skills, and the ability to work closely with project managers, site engineers, subcontractors, and clients. The HSE Engineer will act as a key advisor to site leadership, helping to identify risks early, prevent incidents, and foster a proactive safety culture across all levels of the workforce.
Key Responsibilities
1. HSE Planning and Implementation
- Implement and monitor the approved HSE plan for assigned landscape and infrastructure projects.
- Ensure all site activities are conducted in line with Saudi HSE laws, local authority requirements, and Plantira’s internal HSE policies.
- Review project method statements, job hazard analyses (JHAs), and risk assessments to ensure adequate control measures are in place.
- Support project teams during mobilization to establish site-specific HSE arrangements, emergency procedures, and safety documentation.
2. Site Inspections and Risk Assessments
- Conduct regular and systematic site inspections to identify unsafe acts, unsafe conditions, and environmental risks.
- Lead and participate in formal risk assessments for high-risk activities such as excavation, lifting operations, machinery use, irrigation works, and landscaping with heavy equipment.
- Monitor compliance with personal protective equipment (PPE) requirements and safe work practices.
- Track inspection findings and ensure timely closure of corrective and preventive actions.
3. Incident Investigation and Reporting
- Lead incident, accident, and near-miss investigations in accordance with company procedures.
- Identify root causes using recognized investigation techniques and recommend practical corrective actions.
- Prepare clear, accurate, and timely incident investigation reports for management and clients.
- Monitor trends in incidents and near-misses to support continuous improvement initiatives.
4. Training, Awareness, and Toolbox Talks
- Deliver HSE inductions for new employees, subcontractors, and visitors to the site.
- Conduct regular toolbox talks focusing on task-specific hazards, seasonal risks, and recent incidents.
- Organize and support formal HSE training programs, including working at height, manual handling, heat stress management, and emergency response.
- Promote safety awareness campaigns and encourage active worker participation in HSE activities.
5. Coordination and Communication
- Work closely with project management teams to integrate HSE requirements into daily operations.
- Coordinate with subcontractors to ensure their HSE plans, risk assessments, and workforce competencies meet project standards.
- Act as the primary HSE point of contact during client audits, inspections, and meetings.
- Provide regular HSE performance updates to the project and senior management.
6. Compliance, Audits, and Continuous Improvement
- Ensure compliance with Saudi regulatory requirements, including relevant Ministry and municipal HSE standards.
- Support internal and external HSE audits and inspections.
- Maintain accurate HSE records, registers, permits, and reports.
- Contribute to the continuous improvement of Plantira’s HSE systems by sharing lessons learned and best practices across projects.
Candidate Requirements
Education
- A bachelor’s degree in Engineering or a related technical discipline is mandatory.
Experience
- Minimum of 5 years’ proven experience in an HSE role, preferably within landscape, infrastructure, construction, or civil engineering projects.
- Demonstrated experience working on active project sites with a strong understanding of field-level safety challenges.
Professional Certifications
- NEBOSH, IOSH, OSHA, or equivalent internationally recognized HSE certification is required.
- Additional training in risk assessment, incident investigation, or environmental management will be an advantage.
Technical Knowledge
- Strong working knowledge of Saudi Arabian HSE laws, regulations, standards, and procedures.
- Familiarity with international HSE standards and best practices relevant to construction and landscape projects.
- Ability to review and assess technical documents such as method statements, lifting plans, and risk assessments.
Skills and Competencies
- Excellent leadership skills with the ability to influence safe behavior at all organizational levels.
- Strong verbal and written communication skills in English.
- High level of attention to detail and problem-solving ability.
- Ability to work independently while also being an effective team player.
- Confident in conducting training sessions, toolbox talks, and safety briefings.
Working Conditions
- Full-time, site-based role located in Khobar, Saudi Arabia.
- May require working in outdoor environments typical of landscape projects, including exposure to heat and varying site conditions.
- Occasional extended working hours may be required to support project demands.
