Position 1: HSE Engineer – United Arab Emirates

Role Overview

The HSE Engineer will take a lead safety role on power and transmission projects, ensuring the planning, implementation, monitoring, and continuous improvement of Health, Safety & Environment systems across all project phases.

This role requires strategic thinking, strong technical competence, and leadership in managing high-risk construction activities such as cable trenching, substation erection, and overhead transmission line works.

Minimum Experience Requirement

• At least 10 years of hands-on HSE experience

• Proven experience in one or more of the following:

  • Cable laying projects (HV/LV)

  • Substation construction projects

  • OHL (Overhead Line) transmission works

Experience within UAE or GCC projects is highly desirable.

Key Responsibilities – HSE Engineer

HSE Planning & Management

• Develop, implement, and maintain project-specific HSE plans

• Ensure alignment with UAE laws, client HSE requirements, and international standards

• Establish safety objectives and performance indicators

Risk Assessment & Control

• Conduct and approve risk assessments, JSA, and method statements

• Identify high-risk activities and implement engineering and administrative controls

• Ensure safe systems of work for electrical and civil activities

Site Supervision & Compliance

• Monitor site operations to ensure full HSE compliance

• Lead HSE inspections, audits, and safety walks

• Enforce corrective and preventive actions for non-conformances

Incident Management

• Lead incident investigations, root cause analysis, and reporting

• Ensure lessons learned are communicated and implemented

• Liaise with client representatives and authorities when required

Training & Safety Leadership

• Develop and deliver HSE training and toolbox talks

• Promote a strong safety culture across all workforce levels

• Mentor HSE Officers and site supervisors

Reporting & Documentation

• Prepare detailed HSE reports, statistics, and compliance records

• Maintain documentation for audits and regulatory inspections

• Track KPIs such as LTIFR, TRIR, and near-miss reports

Required Skills & Competencies – HSE Engineer

• Strong knowledge of electrical safety and power transmission risks

• Excellent understanding of construction HSE management systems

• Ability to interpret engineering drawings and method statements

• Strong communication and leadership skills

• Proficiency in safety reporting and documentation

• Ability to work independently and under pressure

Position 2: HSE Officer – United Arab Emirates

Role Overview

The HSE Officer will provide on-site safety support, ensuring daily compliance with approved HSE procedures and assisting in the implementation of safety programs across construction activities.

This role is suitable for professionals who have built solid experience in electrical and infrastructure projects and are ready to operate in demanding site environments.

Minimum Experience Requirement

• At least 5 years of HSE experience

• Mandatory experience in:

  • Cable laying projects

  • Substation projects

  • OHL transmission works

Experience in live electrical environments is a strong advantage.

Key Responsibilities – HSE Officer

Site Safety Monitoring

• Monitor daily site activities for HSE compliance

• Ensure safe execution of cable laying, excavation, lifting, and electrical works

• Stop unsafe acts and conditions immediately

HSE Inspections & Observations

• Conduct routine site inspections and safety observations

• Identify hazards and recommend corrective actions

• Support HSE Engineer during audits and inspections

Toolbox Talks & Inductions

• Deliver daily toolbox talks and safety briefings

• Conduct site safety inductions for new workers

• Reinforce safety awareness among subcontractors

Incident Reporting

• Report accidents, incidents, and near misses promptly

• Assist in investigations and corrective action follow-up

• Maintain incident and observation registers

Documentation Support

• Maintain HSE records, permits, and checklists

• Ensure method statements and risk assessments are available on site

• Support compliance reporting requirements

Required Skills & Competencies – HSE Officer

• Practical understanding of construction and electrical hazards

• Strong observational and reporting skills

• Good communication with workers and supervisors

• Ability to enforce safety rules firmly but professionally

• Willingness to work in challenging site conditions

Projects You Will Be Involved In

Successful candidates will work on projects such as:

• High-voltage and low-voltage cable laying works

• Indoor and outdoor substation construction

• Overhead line (OHL) transmission installation and maintenance

• Utility corridors, trenches, and power infrastructure developments

These projects require strict adherence to electrical safety, excavation safety, working at height, lifting operations, and permit-to-work systems.
