We are currently supporting a major turnaround project at Fawley, Hampshire, and are seeking an experienced Health, Safety & Environmental (HSE) Advisor to play a critical role during this high-intensity period.

About the Role

We are seeking a competent and proactive HSE Advisor to support turnaround preparation and execution activities at a large, complex operational site in Fawley. This role is central to ensuring that all turnaround activities are planned, executed, and completed safely, in line with legal requirements, site standards, and industry best practice.

Turnarounds represent one of the highest-risk phases in heavy industry operations. The successful candidate will be expected to work confidently in a fast-paced, multi-contractor environment, providing visible safety leadership and robust HSE support on the ground.

You will work closely with:

  • Site leadership and turnaround management teams

  • Multiple contractors and subcontractors

  • Permit authorities, planners, and supervisors

  • Other HSE professionals across the project

This role is ideal for an HSE professional with turnaround, shutdown, refinery, petrochemical, or heavy industrial experience who thrives in dynamic environments and understands the pressures of time-critical work scopes.

Key Responsibilities

As an HSE Advisor supporting a turnaround, your responsibilities will include—but are not limited to—the following:

Health, Safety and Environmental Support

  • Provide day-to-day HSE advisory support across all turnaround activities, including preparation, execution, and close-out phases.

  • Act as a visible presence in the field, engaging directly with supervisors, operatives, and contractors to reinforce safe working practices.

  • Ensure all activities are conducted in line with site HSE procedures, UK legislation, and industry standards.

Life Saving Actions (LSAs) and Critical Risk Management

  • Ensure Life Saving Actions (LSAs) are fully understood, correctly implemented, and consistently applied across all work fronts.

  • Carry out verification checks on critical controls during high-risk activities such as confined space entry, lifting operations, hot work, working at height, and isolation activities.

  • Test the effectiveness of safeguards and intervene immediately where deviations or unsafe acts are identified.

Risk Assessment and Permit-to-Work

  • Lead and participate in toolbox talks, task briefings, and safety stand-downs to ensure workforce understanding of risks and controls.

  • Review and challenge risk assessments, method statements (RAMS), and job safety analyses to ensure they are suitable and sufficient.

  • Support and verify the Permit-to-Work (PTW) process, ensuring permits are correctly issued, controlled, and closed.

Audits, Inspections and Compliance

  • Conduct routine and ad-hoc site inspections and safety audits to identify unsafe conditions, behaviours, or system weaknesses.

  • Ensure compliance with site rules, company standards, UK HSE legislation, and recognised industry best practice.

  • Raise safety observations, track actions, and follow up to ensure timely close-out.

Contractor Management

  • Monitor contractor HSE performance and provide guidance where standards fall below expectations.

  • Promote a consistent safety culture across all contractors, ensuring no compromise on safety due to schedule or production pressures.

  • Support contractor onboarding, inductions, and site familiarisation processes.

Incident Management and Reporting

  • Support the investigation of incidents, near misses, and unsafe acts using a structured root-cause approach.

  • Contribute to the development and implementation of corrective and preventive actions.

  • Encourage open reporting of hazards and near misses to prevent serious incidents.

Safety Culture and Engagement

  • Promote proactive hazard identification and safe behaviours across the workforce.

  • Act as a role model for professional safety leadership during a critical operational period.

  • Support initiatives that improve workforce engagement, awareness, and ownership of safety.

Essential Requirements

To be considered for this role, candidates must meet the following essential criteria:

  • NEBOSH General Certificate (minimum) or equivalent recognised HSE qualification.

  • Proven experience working in an HSE Advisor role within heavy industry, petrochemical, refinery, energy, or similar high-risk environments.

  • Previous turnaround or shutdown experience is strongly preferred due to the nature and pace of the work.

  • Solid understanding of UK health and safety legislation and practical application in the field.

  • Strong communication and influencing skills, with the ability to engage confidently at all levels—from operatives to senior management.

  • Ability to work effectively in a fast-paced, high-pressure, multi-contractor environment.

  • A proactive, hands-on approach with a strong presence in the field.

Desirable Skills and Experience

While not essential, the following would be advantageous:

  • Experience working on large refinery or petrochemical sites.

  • Familiarity with Permit-to-Work systems, isolations, and critical task verification.

  • Additional HSE qualifications or specialist training (e.g., Confined Space, Working at Height, Incident Investigation).

  • Previous experience supporting short-duration, high-intensity projects or campaigns.

  • Contract Length: 4–6 weeks (short-term turnaround support).

  • Location: Fawley, Hampshire (site-based role).

  • Start Date: ASAP, aligned with the turnaround preparation phase.

  • Rate: Competitive and dependent on experience and suitability for the role.
