The HSE Officer will play a front-line role in ensuring the health, safety, and environmental protection of all personnel, assets, and operations on site. The role requires constant site presence, active engagement with workers and supervisors, and firm enforcement of safety rules.
Key Responsibilities
1. HSE Policy Implementation and Compliance

Monitor, implement, and enforce all Health, Safety, and Environmental policies in line with:

ADNOC HSE Codes of Practice

UAE Federal and Local Regulations

Company HSE Management Systems

Ensure site activities comply with approved method statements, risk assessments, and HSE plans

Actively intervene and stop unsafe acts or conditions without hesitation

Promote a zero-tolerance approach to safety violations
2. Site Safety Monitoring and Inspections

Conduct daily site safety inspections across all work areas
-
Identify unsafe conditions, unsafe acts, and potential hazards
-
Raise Non-Conformance Reports (NCRs) where required
-
Track corrective and preventive actions to closure
-
Maintain inspection records in line with ADNOC documentation standards
3. Permit-to-Work (PTW) System Management

Ensure strict implementation of the Permit-to-Work system
-
Verify permits for:

Hot Work
-
Confined Space Entry
-
Working at Height
-
Excavation
-
Lifting Operations
-

Confirm all control measures are in place before work starts

Suspend or revoke permits where safety requirements are not met
4. Risk Assessment and Hazard Control

Review and verify Job Safety Analysis (JSA) and Risk Assessments

Ensure hazards are clearly identified and control measures implemented
-
Participate in task-specific risk reviews with supervisors and workers
-
Encourage proactive hazard identification and reporting
5. Toolbox Talks and Safety Training
-
Prepare and deliver daily toolbox talks aligned with ongoing activities
-
Conduct safety inductions for new employees and subcontractors
-
Support site management in delivering:

Safety awareness campaigns

Emergency drills
-
Behavior-based safety initiatives

Ensure training records are maintained and auditable
6. Incident Reporting and Investigation

Report all incidents, near misses, unsafe acts, and unsafe conditions promptly

Participate in incident investigations as per ADNOC procedures

Assist in root cause analysis and corrective action planning

Ensure lessons learned are communicated across the workforce
7. Emergency Preparedness and Response

Ensure emergency response plans are implemented and understood
-
Participate in emergency drills and exercises
-
Monitor the availability and condition of emergency equipment
-
Support emergency response during real incidents if required
8. Environmental Protection Responsibilities

Monitor environmental compliance related to:

Waste management

Spill prevention

Housekeeping

Noise and dust control

Ensure environmental controls are applied in line with project requirements

Report environmental incidents immediately
9. Coordination with Project Stakeholders

Liaise with:

Support ADNOC and client safety initiatives on-site
Mandatory Requirements

Experience

Certifications
