About the Role

A leading manufacturing company located in the Spintex–Tema industrial corridor is seeking a highly motivated, proactive, and detail-oriented Health & Safety Officer to join our growing operations team. As a Health & Safety Officer, you will play a critical role in shaping the company’s safety culture and ensuring that every worker, contractor, and visitor goes home safely at the end of the day. You will be responsible for developing and enforcing policies, leading safety improvement initiatives, and implementing systems that minimize operational risks. Your involvement will directly support productivity, regulatory compliance, and operational excellence in our manufacturing processes.

This position requires someone who is hands-on, observant, confident, and capable of working closely with diverse teams—from machine operators and supervisors to managers and regulatory inspectors. Key Responsibilities

The Health & Safety Officer will be accountable for ensuring that safety standards are upheld throughout the facility. Core duties include:

1. HSE Policy Development and Implementation

  • Develop, revise, and roll out Health, Safety & Environmental (HSE) policies, procedures, and plans aligned with local legislation and industry best practices.

  • Communicate new or updated safety measures clearly to all departments and ensure seamless implementation.

2. Conduct Workplace Inspections and Hazard Assessments

  • Carry out routine safety inspections, site walk-throughs, and job hazard analyses (JHAs) to identify unsafe acts and conditions.

  • Recommend corrective and preventive actions to eliminate hazards and ensure a safe working environment.

  • Document findings and ensure follow-up closure of all identified issues.

3. Regulatory Compliance and Documentation

  • Ensure compliance with Ghanaian labour laws, environmental regulations, and all applicable manufacturing industry standards.

  • Maintain accurate and up-to-date safety logs, statutory records, permits, and inspection certificates.

  • Prepare HSE compliance reports for internal and external stakeholders.

4. Incident Investigation and Reporting

  • Lead investigations into workplace incidents, near misses, injuries, and property damage.

  • Conduct root cause analysis and develop comprehensive corrective action plans (CAPA) to prevent recurrence.

  • Prepare official incident/accident reports and liaise with management and regulatory agencies as required.

5. Safety Training and Capacity Building

  • Coordinate and deliver safety training programs, including:

    • PPE usage and care

    • Machine and equipment safety

    • Lockout/Tagout (LOTO)

    • Fire safety and emergency response

    • Chemical handling and MSDS awareness

    • Safe lifting and ergonomics

  • Conduct toolbox talks, induction trainings, refresher sessions, and safety drills to build worker competence.

6. HSE Reporting and Performance Monitoring

  • Compile and analyze safety statistics, KPIs, and trends such as near-miss rates, AFR, ASR, and observation closure rates.

  • Provide monthly HSE summary reports to management with recommendations for improvement.

7. Support Continuous Improvement Initiatives

  • Collaborate with production, maintenance, and quality teams to drive initiatives such as 5S, ISO 45001, ISO 14001, and other operational excellence programs.

  • Identify improvement opportunities and support implementation of safety innovations and best practices.

8. Promote Safety Culture and Employee Engagement

  • Conduct awareness campaigns, safety contests, and employee engagement activities.

  • Coach frontline staff and supervisors on safe behaviors, hazard recognition, and compliance expectations.

  • Foster a culture where safety is viewed as a core value, not just a requirement.

9. Contractor and Visitor Safety Management

  • Review contractor safety plans, method statements, and risk assessments before work begins.

  • Monitor contractor activities on site to ensure full compliance with company safety requirements.

  • Ensure all visitors and vendors receive proper induction.

10. Liaison with Regulatory Bodies and Auditors

  • Act as the company’s primary contact for safety-related regulatory agencies, auditors, and inspectors.

  • Facilitate external audits, statutory inspections, and compliance verifications.

  • Implement audit recommendations and ensure timely closure of findings.

Qualifications and Requirements

To be successful in this role, candidates must meet the following requirements:

Educational Background

  • Bachelor’s Degree in Occupational Health & Safety, Environmental Science, Engineering, Industrial Safety, or a related discipline.

Professional Certifications

  • Certifications such as NEBOSH IGC, IOSH Managing Safely, OSHA, DOSHEM, or equivalent safety credentials are highly advantageous.

  • Additional training in fire safety, first aid, machine safety, or ISO management systems is a plus.

Work Experience

  • Minimum 2–5 years of practical experience in a manufacturing or industrial environment.

  • Strong hands-on experience conducting risk assessments, inspections, and safety training.

  • Knowledge of Ghanaian HSE regulations, EPA requirements, and industry safety standards.

Technical Skills

  • Solid understanding of HSE best practices, hazard identification, incident investigation, and emergency response preparedness.

  • Proficiency in Microsoft Office applications including Word, Excel, PowerPoint, and Outlook.

  • Familiarity with digital HSE reporting tools or safety management software is an added advantage.
