In line with its growth strategy and operational excellence objectives, Afriland Properties Plc is seeking a highly experienced Facility & HSE Officer to strengthen its facility operations and safety management framework across its managed assets and project sites in Lagos.

Job Summary

The Facility & HSE Officer is a dual-function role responsible for integrating effective facilities management with comprehensive health, safety, and environmental oversight. The role supports the HSE team and facility operations by ensuring that all company-managed buildings, infrastructure, and project sites operate efficiently, safely, and in compliance with statutory and internal standards.

The successful candidate will play a critical role in maintaining asset integrity, reducing operational downtime, managing vendors and contractors, enforcing HSE compliance, and promoting a proactive safety and sustainability culture. This position requires a strong technical background in building systems, solid HSE competence, excellent coordination skills, and the ability to work across multidisciplinary teams.

Key Objectives of the Role

  • Ensure optimal performance, safety, and reliability of company facilities and building systems

  • Drive compliance with Nigerian statutory regulations, industry standards, and company HSE policies

  • Minimize operational risks, incidents, and unplanned downtime

  • Improve lifecycle management of assets through preventive maintenance and data-driven decision-making

  • Support sustainability, energy efficiency, and environmental responsibility initiatives

  • Strengthen contractor management and service delivery performance

Key Responsibilities

Facility Management Responsibilities

  • Implement and enforce facility management policies, procedures, and best practices across all assigned properties and sites.

  • Plan, coordinate, and oversee preventive, predictive, and corrective maintenance programs to ensure optimal functionality of buildings and infrastructure.

  • Conduct routine technical inspections and condition assessments of building systems, including Mechanical, Electrical, and Plumbing (MEP), HVAC, elevators, power systems, fire protection systems, and water treatment facilities.

  • Maintain accurate asset registers, maintenance schedules, service histories, and equipment lifecycle data.

  • Supervise third-party service providers, contractors, and vendors, ensuring compliance with agreed Service Level Agreements (SLAs), Key Performance Indicators (KPIs), and safety requirements.

  • Support facility budgeting, cost control, procurement planning, and cost optimization initiatives without compromising safety or service quality.

  • Ensure effective waste management, pest control, landscaping, cleaning, and general site hygiene standards across all facilities.

  • Coordinate space management, minor renovations, and refurbishment activities where required.

Health, Safety, and Environmental (HSE) Responsibilities

  • Implement and monitor the company’s HSE management system across facilities and project sites.

  • Conduct regular risk assessments, job hazard analyses (JHA), safety inspections, and environmental audits to identify and mitigate risks.

  • Ensure full compliance with Nigerian HSE legislation, building codes, fire safety regulations, environmental laws, and relevant industry standards.

  • Lead incident, accident, and near-miss investigations, ensuring root cause analysis is conducted and corrective and preventive actions are implemented and tracked to closure.

  • Organize and coordinate fire drills, emergency response simulations, evacuation exercises, and safety awareness campaigns.

  • Monitor contractor and vendor HSE performance, ensuring all third parties comply with company safety rules and statutory requirements.

  • Maintain HSE documentation, including permits, inspection records, training logs, incident reports, and regulatory submissions.

  • Promote a strong safety culture by engaging employees, contractors, and stakeholders through toolbox talks, safety briefings, and continuous improvement initiatives.

Sustainability and Continuous Improvement

  • Champion sustainability initiatives focused on energy efficiency, water conservation, waste reduction, and environmental stewardship.

  • Identify opportunities for green building practices, energy optimization, and cost-saving initiatives aligned with ESG objectives.

  • Support continuous improvement of facility and HSE processes using performance data, audits, and industry best practices.

  • Prepare, analyze, and present periodic facility performance and HSE reports to management, highlighting trends, risks, and improvement actions.

People and Stakeholder Management

  • Supervise and coordinate on-site facility staff and technicians, ensuring adherence to operational and safety standards.

  • Work closely with internal departments, consultants, regulators, and emergency services to ensure seamless facility and HSE operations.

  • Provide guidance, mentoring, and technical support to junior staff where applicable.

  • Act as a point of contact for facility- and HSE-related issues within assigned locations.

Qualifications and Experience Requirements

Educational Qualifications

  • Bachelor’s degree in Engineering, Building Technology, Environmental Science, Estate Management, Facilities Management, or a related discipline.

  • A Master’s degree in a relevant field is an added advantage.

Professional Certifications

  • Relevant professional certification in HSE or Facilities Management is required.

  • Certifications such as NEBOSH, IOSH, ISPON, IFMA, IWFM, or equivalent will be a strong advantage.

Experience

  • Minimum of 8–10 years’ hands-on experience in Facilities Management and HSE operations within a corporate, real estate, construction, or property management environment.

  • Demonstrated experience managing complex building systems, vendors, and compliance requirements.

  • Proven track record in enforcing HSE standards, conducting audits, and leading incident investigations.

Skills and Competencies

  • Strong technical knowledge of building services, MEP systems, and facility operations

  • Solid understanding of Nigerian HSE laws, regulations, and compliance frameworks

  • Excellent risk assessment, analytical, and problem-solving skills

  • Strong leadership, supervision, and contractor management capabilities

  • Close attention to detail with strong documentation and reporting skills

  • Excellent communication, interpersonal, and stakeholder engagement skills

  • Ability to work independently, manage multiple priorities, and deliver results under pressure

  • Proficiency in Microsoft Office and facility/HSE reporting tools
