Job Overview

The Site HSE Engineer will provide on-site Health, Safety, and Environmental (HSE) support to department teams, working closely with Operations, Maintenance, and Contractors to ensure the effective implementation of the Company’s HSE Management System (HSEMS).

The role involves monitoring, auditing, inspection, risk assessment, incident prevention, and compliance assurance, with a strong focus on Life Saving Rules implementation, contractor safety management, and regulatory adherence.

This position plays a critical role in preventing incidents, supporting operational continuity, and maintaining a safe and compliant working environment across all site activities.

Key Responsibilities

1. On-Site HSE Support and Advisory

  • Provide day-to-day HSE support and professional guidance to site teams, supervisors, and department personnel.

  • Act as a key HSE focal point on-site, ensuring safety expectations are clearly communicated and understood.

  • Support operational teams in identifying, assessing, and controlling HSE risks associated with routine and non-routine activities.

  • Promote a proactive safety culture through engagement, coaching, and continuous presence in the field.

2. HSE Management System (HSEMS) Implementation

  • Facilitate the effective implementation of the Company’s HSEMS requirements within all departmental and site activities.

  • Ensure alignment with:

    • Industry best practices

    • Corporate HSE standards

    • UAE regulatory requirements

    • International Oil & Gas Safety Guidelines

  • Monitor compliance with HSE procedures, policies, and standards, identifying gaps and recommending corrective actions.

3. Life Saving Rules (LSR) Monitoring and Enforcement

  • Support the implementation and monitoring of Life Saving Rules across all site activities.

  • Conduct field observations to ensure compliance with critical safety controls related to:

    • Working at height

    • Energy isolation

    • Confined space entry

    • Hot work

    • Lifting operations

  • Intervene when unsafe acts or conditions are observed and ensure immediate corrective measures are taken.

4. Hazard Identification and Risk Management

  • Observe, identify, and report HSE-related hazards and unsafe conditions that may impact personnel, assets, or the environment.

  • Participate in and support:

    • Job Safety Analysis (JSA)

    • Task Risk Assessments

    • Permit-to-Work (PTW) reviews

  • Ensure risk control measures are practical, effective, and aligned with the Hierarchy of Controls.

5. HSE Documentation Review and Approval Support

  • Review and provide professional HSE input for:

    • Method Statements

    • Risk Assessments

    • Inspection and Maintenance Procedures

    • Contractor work packs

  • Ensure all HSE-related documentation meets company standards and supports the safe execution of work.

  • Support departments in finalizing documentation required for inspection, maintenance, and contractor-related activities.

6. Contractor HSE Management and Audits

  • Conduct Contractor HSE Audits, including:

    • Pre-mobilization audits

    • Pre-execution audits

    • Routine compliance audits

  • Ensure contractor activities align with the Company’s Contractor Management Procedures.

  • Verify contractor competency, equipment compliance, and safety readiness before work commencement.

  • Monitor contractor performance and recommend improvements where deficiencies are identified.

7. HSE Inspections and Site Monitoring

  • Perform regular HSE inspections and site walk-throughs to assess compliance with safety requirements.

  • Identify trends, recurring issues, and potential high-risk activities.

  • Track inspection findings and follow up on corrective and preventive actions to closure.

  • Report inspection outcomes to management with clear recommendations.

8. Maintenance Management System and AIMS Support

  • Provide HSE support to ensure compliance and improvement within:

    • Maintenance Management Systems

    • Asset Integrity Management System (AIMS)

  • Ensure safety considerations are embedded into maintenance planning, execution, and review processes.

  • Support safe isolation, equipment integrity, and control of hazardous energies during maintenance activities.

9. Environmental and Regulatory Compliance

  • Support environmental compliance activities, ensuring adherence to:

    • Environmental permits

    • Waste management requirements

    • Pollution prevention controls

  • Monitor site activities for compliance with local regulatory and environmental standards.

  • Assist in identifying environmental risks and implementing mitigation measures.

10. Incident Investigation and HSE Reporting

  • Provide support during incident, near-miss, and unsafe condition investigations.

  • Assist in identifying root causes and systemic failures rather than individual blame.

  • Support the development and tracking of corrective actions.

  • Contribute to HSE performance reporting, including:

    • Incident statistics

    • Inspection findings

    • Audit results

    • Leading and lagging indicators

Qualifications and Experience

Mandatory Requirements

  • Bachelor’s Degree in:

    • Engineering, or

    • Health, Safety, or Environmental Sciences, or

    • A closely related discipline

  • Minimum of 10 years’ experience working on Oil & Gas projects

  • Strong hands-on experience in site-based HSE roles

  • Proven knowledge of:

    • HSE Management Systems

    • Contractor HSE management

    • Permit-to-Work systems

    • Risk assessment methodologies

Preferred Competencies

  • Strong understanding of international Oil and Gas HSE standards and best practices

  • Excellent observational and analytical skills

  • Ability to communicate effectively with multicultural teams

  • Strong report-writing and documentation review skills

  • Confident in engaging both frontline workers and senior site management
