Position Overview: HSE Officer (Oil & Gas)
The HSE Officer will play a critical frontline role in ensuring the effective implementation of Health, Safety, and Environmental (HSE) systems across offshore operations. The position requires hands-on involvement, strong field presence, technical competence, and the ability to influence safe behaviors among multicultural workforces.
You will be responsible for monitoring compliance, conducting inspections, supporting risk assessments, delivering training, managing safety equipment, and assisting the HSSE Engineer in maintaining compliance with company policies, client requirements, and regulatory frameworks applicable to the UAE Oil & Gas industry.
This position operates on a 42-day on / 21-day off rotation, making it suitable for candidates experienced in offshore or remote operational settings.
Key Responsibilities and Duties
1. Regulatory Compliance and Risk Management
The HSE Officer will ensure full compliance with applicable UAE regulations, Oil & Gas industry standards, and company HSE policies. This includes:

Conducting comprehensive risk assessments across operational activities, identifying hazards related to mechanical systems, chemical processes, confined spaces, working at height, lifting operations, and offshore logistics.

Implementing proactive risk control measures to minimize hazards and prevent workplace accidents.

Monitoring adherence to safety procedures and intervening immediately when unsafe acts or conditions are identified.

Supporting continuous improvement by recommending corrective and preventive actions based on inspection findings and incident trends.
A strong understanding of hazard identification and risk control methodologies is essential for success in this role.
2. Safety Policy Development and Enforcement
You will actively contribute to the development, implementation, and enforcement of comprehensive safety policies and procedures aligned with Oil & Gas best practices.
Responsibilities include:

Ensuring all safety policies are clearly communicated, understood, and consistently applied across worksites.

Supporting management in reinforcing safety rules and expectations without compromise.

Ensuring work activities comply with Permit to Work (PTW) systems, approved method statements, and risk assessments.

3. Training, Induction, and Competency Development
Training is a cornerstone of incident prevention. The HSE Officer will be responsible for:

Ensuring all new employees, contractors, and visitors complete mandatory HSE induction training prior to accessing operational areas.

Delivering regular refresher training to existing employees to reinforce safety standards and address emerging risks.

Conducting toolbox talks, safety briefings, and awareness sessions tailored to specific tasks, hazards, and work environments.

Supporting competency assurance by identifying training gaps and escalating requirements to management.
Training delivery must be practical, engaging, and relevant to offshore operational realities.
4. Incident Reporting, Investigation, and Learning
The HSE Officer will support a no-blame, learning-focused incident reporting culture by:

Promptly reporting all incidents, near misses, unsafe acts, and unsafe conditions.

Participating in incident investigations, root cause analysis, and corrective action development.

Ensuring findings are documented accurately and communicated to relevant stakeholders.

Tracking corrective actions and verifying their effective implementation.

5. Safety Equipment Management and PPE Control
Effective PPE and safety equipment management is essential in offshore environments. You will be responsible for:

Managing the issuance of personal protective equipment (PPE) to employees and visitors.

Maintaining accurate records of issued safety gear, including delivery and usage tracking.

Monitoring PPE condition and compliance during site inspections.

Initiating timely requisition procedures to ensure the uninterrupted availability of safety equipment.
This includes coordination with logistics and procurement teams to prevent shortages.
6. Daily Site Patrols and Operational Inspections
The role requires daily physical presence in operational areas. Key inspection responsibilities include:

Conducting routine patrols to inspect critical installations such as:

Pumps and rotating equipment

Fire hydrants and firefighting systems

Storage tanks
-
Gas detection and concentration levels

Verifying that operational conditions meet company standards and safety requirements.

Documenting inspection findings and promptly reporting issues to the Safety Engineer or HSSE Engineer.

Following up on corrective actions to ensure deficiencies are addressed without delay.

7. Job Safety Analysis (JSA) and Task Risk Assessment (TRA)
The HSE Officer will actively support the HSSE Engineer by:

Participating in the preparation and review of Job Safety Analyses (JSA) and Task Risk Assessments (TRA).

Ensuring that all high-risk activities commence only after proper risk assessments are completed and approved.

Verifying that control measures identified in JSAs and TRAs are implemented on site.

Reporting deficiencies or deviations and assisting in corrective action implementation.
This role bridges planning and execution, ensuring risk assessments are not just documents but living controls.
8. Fire Safety and Emergency Preparedness
Fire risk management is a core requirement in Oil & Gas operations. The HSE Officer must demonstrate:

Comprehensive knowledge of all types of fire extinguishers, including:

Portable extinguishers

Mobile firefighting units

Fixed firefighting systems

Understanding of fire detection, suppression, and emergency response procedures.

9. H₂S Safety and Emergency Response
Working in H₂S environments demands strict adherence to specialized safety protocols. The HSE Officer must be:

Fully proficient in H₂S safety procedures and hazard controls.

Familiar with the use of H₂S detection equipment and breathing apparatus.

Actively involved in implementing and monitoring H₂S Emergency Response Plans.

10. Offshore Life-Saving Equipment and Marine Safety
Given the offshore nature of the role, you must be well-versed in:

Emergency escape devices

Required Qualifications and Experience
To be considered for this position, candidates must meet the following criteria:
Educational Qualification

Diploma in Engineering (Mechanical or Chemical),
OR -
Diploma/Degree in Health, Safety, or Environmental Sciences,
OR -
An equivalent recognized qualification.
Professional Certification

NEBOSH Certification – Mandatory (NEBOSH IGC or equivalent).
Experience

Minimum of 5 years’ experience in the Oil & Gas industry.

Prior experience in offshore or remote operational environments is highly preferred.

Demonstrated hands-on field safety experience—not desk-based only.
Technical Knowledge and Competencies
