Job Overview
We are currently seeking an experienced and highly competent HSE Safety Officer to join a major Roads & Infrastructure project in Doha, Qatar, operating under Ashghal (Public Works Authority) standards. This role is critical to ensuring strict compliance with Health, Safety, and Environmental (HSE) regulations across multiple construction sites.
The successful candidate will play a frontline role in implementing, monitoring, and enforcing HSE policies to ensure a safe working environment for all personnel, contractors, subcontractors, and stakeholders involved in the project. This is a contract position for one (1) year, with potential for extension based on project needs and performance.
This opportunity is best suited for professionals with strong site experience in roadworks, highways, utilities, drainage, and infrastructure projects, particularly those with prior Ashghal project exposure and the ability to join immediately.
Key Responsibilities
The HSE Safety Officer will be responsible for, but not limited to, the following duties:
Health and Safety Implementation

Implement and enforce project-specific HSE plans in line with Ashghal, Qatar Construction Specifications (QCS), and local regulatory requirements.

Ensure compliance with company HSE policies, procedures, and international best practices.

Promote a proactive safety culture across all project locations.
Site Safety Monitoring

Conduct daily site inspections to identify unsafe acts, unsafe conditions, and potential hazards.
-
Monitor high-risk activities such as excavation, lifting operations, traffic diversions, confined space entry, hot works, and working at height.

Ensure proper use of Personal Protective Equipment (PPE) by all site personnel.
Risk Assessment and Method Statements

Review and approve Job Hazard Analyses (JHA), Risk Assessments (RA), and Method Statements (MS) before commencement of activities.

Ensure control measures are implemented effectively and reviewed regularly.

Participate in pre-task briefings and toolbox talks to communicate hazards and controls.
Training and Awareness

Conduct site inductions for new workers, subcontractors, and visitors.
-
Deliver toolbox talks, safety briefings, and awareness sessions regularly.
-
Support safety campaigns and HSE initiatives aimed at reducing incidents and improving safety performance.
Incident Management
-
Investigate accidents, near misses, dangerous occurrences, and unsafe conditions.

Prepare detailed incident investigation reports, including root cause analysis and corrective/preventive actions.

Follow up on corrective actions to ensure timely closure.
Documentation and Reporting

Maintain accurate HSE records, including inspection reports, training logs, incident reports, permits, and registers.

Prepare daily, weekly, and monthly HSE reports for management and client review.

Ensure compliance documentation is readily available for audits and inspections.
Compliance and Audits

Ensure full compliance with Ashghal HSE requirements, client specifications, and statutory regulations.

Support internal and external HSE audits and inspections.
-
Coordinate with client representatives and consultants during safety inspections.
Contractor and Subcontractor Control
-
Monitor subcontractor HSE performance and ensure compliance with project requirements.
-
Enforce corrective actions for non-compliance.
-
Ensure subcontractors adhere to approved safety plans and procedures.
Mandatory Requirements
Candidates must meet all of the following criteria to be considered:

Minimum 5+ years of proven experience as an HSE Safety Officer.

Strong background in Roads and Infrastructure projects (highways, utilities, drainage, bridges, or similar).

Previous Ashghal project experience is mandatory.
-
In-depth knowledge of QCS, Ashghal HSE standards, and Qatar safety regulations.
-
Ability to work across multiple project locations in Doha.

Immediate availability to join (short-notice candidates only).
Educational Qualifications

Bachelor’s Degree or Diploma in Engineering, Environmental Science, Occupational Health & Safety, or a related discipline.

Recognized HSE certifications such as:

NEBOSH IGC (Mandatory)

IOSH / OSHA (Added Advantage)

First Aid & Fire Safety certifications (Preferred)

Technical and Professional Skills
-
Strong understanding of construction safety practices specific to road and infrastructure works.

Excellent hazard identification and risk control skills.

Knowledge of traffic management safety, excavation safety, lifting operations, and heavy equipment safety.

Ability to read and interpret drawings, method statements, and safety documentation.

Proficiency in preparing HSE reports and documentation.

Good communication and coordination skills.

Ability to enforce safety rules firmly while maintaining professional relationships.
