Job Overview

We are urgently seeking a highly motivated, detail-oriented, and experienced HSE Document Controller to join our team in Qatar. This role is critical to ensuring that all Health, Safety, and Environment (HSE) documentation is properly managed, controlled, updated, and aligned with organizational and regulatory requirements.

The ideal candidate must already be based in Qatar, hold a valid and transferable Qatar Residence Permit (RP) with NOC, and be available for immediate joining. This position is best suited for professionals who have hands-on experience in HSE documentation systems and a solid understanding of Risk Assessment and Job Safety Analysis (JSA) within construction, industrial, oil and gas, or infrastructure environments.

Role Purpose

The HSE Document Controller plays a vital role in supporting the HSE department by maintaining accurate, up-to-date, and well-organized safety documentation. This role ensures that all HSE records, procedures, reports, and compliance documents are properly controlled, easily retrievable, and consistently aligned with company policies, client requirements, and regulatory standards.

Key Responsibilities

As an HSE Document Controller, your responsibilities will include, but are not limited to, the following:

HSE Documentation Management

  • Establish, maintain, and manage the HSE document control system in line with company and project requirements

  • Ensure proper filing, indexing, tracking, and retrieval of all HSE documents

  • Maintain both electronic and hard-copy HSE records in an organized and auditable manner

  • Control document versions to prevent the use of obsolete or superseded documents

HSE Records and Compliance

  • Manage records related to risk assessments, JSAs, method statements, permits, inspections, audits, and incident reports

  • Ensure timely submission and circulation of HSE documents to relevant stakeholders

  • Monitor document expiry dates (certifications, permits, licenses) and notify concerned parties in advance

  • Support compliance with local regulations, client HSE requirements, and internal HSE management systems

Coordination and Communication

  • Liaise with HSE officers, engineers, supervisors, and project teams to collect and update safety documentation

  • Coordinate document submissions to clients, consultants, and regulatory authorities when required

  • Support internal and external HSE audits by providing requested documentation promptly

  • Ensure confidentiality and integrity of sensitive HSE records

Reporting and Data Management

  • Prepare HSE reports, registers, logs, and trackers as required by management

  • Update safety statistics, training records, inspection logs, and incident registers

  • Assist in preparing monthly and weekly HSE performance reports

  • Ensure accuracy and consistency in all safety-related documentation

Mandatory Requirements

To be considered for this position, candidates must meet all the requirements below:

Certification

  • IOSH Certification or equivalent (Mandatory)

Experience

  • Minimum 2 years of experience in an HSE Document Control role

  • Proven experience handling HSE documents in construction, industrial, oil & gas, or related sectors

  • Good working knowledge of:

    • Risk Assessment

    • Job Safety Analysis (JSA)

    • HSE procedures and records

Language and Communication

  • Fluent in English (both written and spoken)

  • Ability to draft, review, and manage professional safety documents clearly and accurately

Technical and Administrative Skills

  • Excellent typing and documentation skills

  • Strong knowledge of MS Office applications (Word, Excel, Outlook)

  • Ability to manage large volumes of documents efficiently

  • Strong attention to detail and organizational skills

Visa and Availability

  • Valid and transferable Qatar Residence Permit (RP)

  • NOC available

  • Immediate joiner preferred

Desired Competencies (Added Advantage)

While not mandatory, the following competencies will be considered an added advantage:

  • Familiarity with ISO 45001 and ISO 14001 documentation

  • Experience working on large-scale projects or multi-site operations

  • Ability to work under pressure and meet tight deadlines

  • Strong coordination skills and ability to work with multicultural teams

  • Proactive attitude and high level of confidentiality
