Right now, our Ottawa district is seeking a dedicated and experienced Health, Safety, and Environment (HSE) Supervisor. This role is an opportunity to make a meaningful impact by influencing safety culture, shaping best practices, and supporting teams in delivering high-quality, safe, and sustainable projects.

Your Role and Impact as an HSE Supervisor

As an HSE Supervisor, you will play a critical role in driving the safety culture on our project sites and within our organization. You will be a trusted advisor, an educator, a mentor, and a proactive leader who ensures that all health, safety, and environmental standards are exceeded—not merely met. You will work closely with operations teams, subcontractors, and stakeholders to maintain safe work environments while supporting continuous improvement initiatives.

Below is a closer look at the responsibilities you will take on:

Key Responsibilities

1. Developing and Executing HSE Plans

You will take the lead in designing, updating, and implementing project-specific HSE plans that align with regulatory requirements, corporate policies, and industry best practices. This includes creating safe work procedures and ensuring all project teams understand and follow them.

2. Driving Communication and Safety Awareness

You will deliver corporate and district HSE communication strategies across all project levels. This includes promoting updates, initiatives, safety alerts, and awareness campaigns to keep everyone informed and engaged.

3. Hazard Identification and Job Hazard Analysis (JHA)

Your expertise will be essential in identifying hazards, assessing risks, and advising on mitigation strategies. You will support teams in developing and reviewing JHAs, particularly for high-risk activities, ensuring that risks are clearly understood and properly controlled.

4. Conducting and Leading Site Inspections

You will conduct regular project inspections and audits, evaluating both the quality and consistency of safety practices. You will assess subcontractor safety plans, identify gaps, and provide guidance to improve overall compliance and performance.

5. Overseeing Emergency Response and Security Measures

You will monitor and evaluate the effectiveness of the emergency response plan, site-specific security arrangements, and environmental protection strategies. Continuous improvement in these areas will be a key focus.

6. Monitoring Subcontractor HSE Performance

Subcontractor management is a vital part of this role. You will perform ongoing audits, observations, and reviews to ensure all subcontractors align with PCL’s safety expectations and project requirements.

7. Participating in Incident Investigations

You will be actively involved in incident reporting and investigation processes. Your role will include identifying root causes, recommending corrective actions, and monitoring the implementation of these actions to ensure long-term effectiveness.

8. Building Strong Stakeholder Relationships

Maintaining positive, professional relationships with clients, subcontractors, project teams, and regulatory bodies is a key part of this position. Your ability to collaborate, influence, and communicate effectively will strengthen project success and foster safer worksites.

9. Coaching and Mentoring HSE Staff

You will support the development of HSE Coordinators and other team members by providing mentorship, conducting training, and sharing industry knowledge. Fostering growth and confidence in others will be a central part of your leadership.

10. Delivering Project-Specific Training

You will identify training needs and develop or deliver sessions tailored to project requirements. This may include orientations, toolbox talks, emergency response training, and hazard-specific instruction.

Qualifications and Experience Required

To be successful in this role, you should bring a combination of education, technical expertise, industry experience, and strong interpersonal skills. The ideal candidate will have:

  • A post-secondary certificate, diploma, or bachelor’s degree in Occupational Health and Safety or a related field.

  • A recognized safety designation such as CSO, NCSO, GSC, CRSP, or NEBOSH.

  • At least five years of experience in an HSE role within construction or a closely related industry.

  • Previous supervisory experience (an asset but not mandatory).

  • A solid understanding of relevant occupational health and safety and environmental legislation.

  • Strong conflict resolution and problem-solving abilities.

  • Excellent written and verbal communication skills, with confidence in presenting information to groups.

  • Strong ability to build relationships and influence stakeholders effectively.

  • A thorough understanding of construction terminology, operations, and processes.

  • Proficiency in Microsoft Office and an aptitude for learning new technologies and digital tools.
