Responsibilities
- Define Project QHSE strategy for both UK and France
- Manage the joint Project HSE Working Group
- Interfacing with the HSE + French safety standards body
- Validating EPC contractor QHSE arrangements
- Implement HSE policy and site audit capability
- Implement Quality policy and audit capability
- Employ Construction, Design & Management (CDM) to ensure CDM compliance
- Receipt of EPC contractor HSE/CDM compliance file on substantial completion
- Arranging for and maintaining compliance with ISO 45001 – Occupational health and safety accreditation
- Ensuring that all “assessments” as required by legislation are conducted and reviewed at relevant intervals to maintain records of the same
- Ensure that an adequate programme of training for health and safety is established and that the safety culture is encouraged amongst employees
- Manage QHSE Team, lead by example and embed a culture of collaborative work ethic within the team
- Maintain company policy on QHSE
- Provide regular reports to management
- Ensure that the project complies with all HSE legal requirements for UK and France
- Provide advice, guidance and information to the executive management team
- Develop, implement, maintain and manage the QHSE Management System including all necessary policies and procedures
- Ensure that all contractors, sub-contractors and other third parties comply with company project QHSE policies and procedures
- Collate and report HSE statistics, accreditation with ROSPA and design initiatives to reduce LTI’s
- Collate and report NCRs raised by the EL and EPC Contractors
- Ensure that required audits are completed and carried out with diligence
- Represent the company with local, national and international QHSE bodies
- Contribute to achievement of Project Quality and Safety milestones
Minimum Standards & Selection Criteria
- Proven background in a senior position within QHSE for large rail/power associated infrastructure projects
- Current detailed knowledge of HSE legislation and requirements for both UK and France
- Demonstrated ability to enforce safety procedures and preparedness to stop a job as required
- Full membership of an appropriate HSE professional association or institute (e.g. International Institute of Risk and Safety Management – IIRSM)
- Capacity to innovate in the application of HSE Regulations
- Excellent communication, negotiation and interpersonal skills
- Flexible approach and willingness to complete tasks outside of normal role scope on occasion
- A collaborative work ethic is essential
- French Speaking preferable
