To gain management commitment, there is an approach you can consider.
1. Look into lapses in the Safety structure which you know your management will love to see resolved even though they won’t love to stake much on it.
2. Given them your action plan: In your action plan target simple n inexpensive approach to tackle the issue.
Note: You may not solve the issue completely, but target a tangible positive change.

4. Advertise your result: At the point you get a good result, your have triggered something in your management cadre. In your next project you will definitely have a better support.
5. The last thing you should do is to appeal to their ego. Attribute the achievement to your management even when they didn’t contribute much.
Following this steps continuously, you are slowly gaining the much needed commitment that you need the achieve bigger things.
