Department : QHSE (Offshore )
Responsible for managing the performance offshore and to guide and train crews in exceeding the minimum required standard; to improve vessels crew competencies in line with STCW 2010 Basic training requirements and Knowledge of HOSC system procedures.
Carry out vessel audits, ensure compliance and support management in HSEQ manuals, tenders.
Key Roles & Responsibilities
Carry out vessel inspections, sailing for approximately one week on each vessel per month or as required by clients, operations or internal issues.
To monitor effectiveness and ensure compliance where appropriate with the Company procedures and Policies in accordance with the requirements of the ISM Code.
To monitor the application of Company’s Safety, Environmental, Drug and Alcohol Policy.
To assist when necessary in the investigation of incidents occurring on board the vessels and ensuring effective corrective action is implemented.
Conduct emergency drills/training onboard. Review results with Master/Safety officer and compile reports for Management, amending training schedules to be vessel specific, meeting individual needs.
Conduct Safety, Health and Hygiene inspections with the Shipboard Safety officer, as well as compile vessel condition reports.
Compile corrective action plans during vessel visits, and assist crews in closing out the highlighted items, communicating with relevant shore-base departments to ensure most effective solution to closing out raised items.
Carry out Internal ISM, ISPS and MLC audits, Carry out Navigational/sailing audits and promote the safety observation program, and other company safety programs as they are initiated.
Coach the crew on an ongoing basis regarding correct compliance with the Safety Management System.
Perform any QA & HSE related task delegated to him by the QHSE Manager.
Participation in Accident investigations in accordance with Client’s requirements.
Aid in Accident Analysis & STOP data analysis
Assist in the preparation of Safety Monthly Operations Report. Annual Safety Programme and Quarterly Reviews, QA Management Reviews and HSE Statistical data for Client and Company requirements.
Play an active part in Tender review and Contract implementation by specifying, monitoring and verifying all HSE and QA-related materials and services allocated to the QA/HSE side of operations.
Required Skills and Experience
Chief Mates unlimited (DP experience preferred) CoC or Equivalent.
Desired- ISM/ISPS internal auditor courses
Train the Trainer, NEBOSH, Incident investigation, Risk assessment and root cause analysis.
Professional experience 5 years offshore experience, working on PSV, DSV and AHTV.
Working knowledge of SOLAS, STCW, MARPOL, PSC and Flag/Class states.
Middle East experience is essential.
Good working knowledge of Microsoft and excel particularly presentation software
Must be fluent in written and spoken English.
Arabic / Hindi will be an advantage
Iintricate knowledge of QHSE ISO/OHSAS methodology and integrated management systems.
