Based in Houston, The jobholder will work with the Houston T & S office to offer a wide range of roles and responsibilities, but is not limited to the analysis of HSE risks, the analysis of the robustness of HSE procedures, the implementation of the Group’s HSE policies; HSE analysis and guidance for storage / logistics contracts and transport options.
Geographic scope covers all of America’s activities (North, Central, Caribbean & South) including Canada and the office located in Calgary. The jobholder will coordinate HSE matters and the T & S HSE Manager in Geneva and the TOTAL Group HSE Divisions under the supervision of the Manager of the Maritime, Inland Waterways and Air Department of the Transport and Storage Division , in Paris.
HSE monitoring of operations and associated logistics, particularly monitoring and following up the action plans resulting from return of experience.
For the new activities, establish the processes and working practices to ensure the adequacy of HSE requirements, including selection and monitoring of contractors and operators.
Risk analysis and control
Monitoring the implementation of risk mitigation measures associated with midstream / logistics activities, including rail, pipeline, road, marine, inland waterways and storage.
Identify areas of risk and mitigation measures for new activities.
Provide analysis of HIPO incidents / events and ensure that best practices are implemented.
Assist the Crisis Response team on HSE & Crisis Management Matters, training the team & organizing drills within the geographic scope (Houston, Calgary).
Consolidate HSE reporting; establish KPIs and other safety and environment performance indicators.
Suppliers and service providers
Regularly evaluating contractors in accordance with the HSE rules Group.
Provide support for the “Safety Contract Owner” initiative
Projects development and coordination
HSE in the development of projects (pipeline, storage and transport).
Ensure HSE monitoring of the construction and commissioning phases of these projects.
Training and awareness raising
Through awareness-raising / induction and training campaigns (eg: New hires) provide support on HSE aspects to the employees.
Deploy the HSE roadmap and Group projects and initiatives (Safety culture, Golden Rules , WDFS, Safety +, etc.)
EDUCATION AND EXPERIENCE REQUIREMENTS:
Bachelor’s degree (Engineering preferred) with 15+ years professional experience in the field of HSE / logistics.
Excellent communication skills, Fluent French and conversational Spanish (minimum)
Strong sense of autonomy.
Strong attention to detail and analysis
Emotional stability, strong interpersonal skills.
