An offshore wind farm project.
Initially the person will assist, at a local level, in developing the H&S management system during the pre-construction phase of the project.
The appointed person will report into the Project HSEQ Manager and will be responsible for the delivery of an appropriate health and safety structure as identified and agreed by the project management team.
The overall aim is to achieve world class H&S performance levels working in partnership with employees, contractors, stakeholders and members of the public.
The appointed person will be required to:
Provide H&S management support to the Paris and Saint Brieuc offices.
Communicate with the central project H&S team on a regular basis.
Ensure that the requirements within Health and Safety Plan are complied with on site.
Develop and deliver site based inductions for personnel at Paris and Saint Brieuc offices.
Receive and review contractors risk assessments / method statements work with project management to approve submitted documents.
Carry out H&S audits/ inspection in line with project audit programme.
Ensure actions from audits, inspections and H&S meetings are closed out in timely manner.
Advise project management team on Personnel Protective Equipment (PPE) procurement.
Ensure project training records are kept up to date.
Facilitate H&S project meetings with contractors, attend project meetings and represent H&S interests.
Hold all relevant H&S site level documents.
Collate accident and incident statistics from all contractors on the project and submit report to project management team using the established procedures.
Lead or assist with accident and incident investigation as applicable, collate and submit reports.
Ensure that the company and the site contractors report accidents and incidents to the appropriate French Authorities as applicable.
Ensure that subsequent updates of the below mentioned established documents, are in line with the development of Saint Brieuc Project.
Project related H&S management systems documents.
Project Health Safety Plan.
Project Emergency Response Plan.
Project Marine Co-ordination plan.
The role will be based in France, at present this consists of a main office, located in Paris, and a local office, located in Saint Brieuc. The successful candidate shall speak fluent French/English and be able to read and write in both languages.
Occasional travel maybe required to the Offices in London, Glasgow or Madrid.
Skills knowledge and experience:
The successful candidate will have a proven background in health, safety and environment management.
Hold health & safety qualifications recognised in France.
Have a high degree of awareness of H&S management standards & practices, applicable legislation and best practice in H&S management, gained in a renewables or offshore environment preferably in France.
Hold membership to professional bodies/ institutes for H&S.
Minimum 3 years’ experience in renewables / offshore environment.
Knowledge of maritime marine legislation.
Planning & Organising
The successful candidate shall be responsible for ensuring the offices in Paris and Saint Brieuc are compliant with French legislation.
Organise own workload setting overall annual and project objectives in conjunction with the project management team.
Deliver H&S management briefing sessions to the project management team.
Keep the project legal register updated and applicable to French H&S legislation.
Make recommendations to the senior management team on H&S strategy.
Responsible for coordination, communication and implementation of improvement plans and associated projects within the agreed timescale.
Internal & External relationships:
Work with the project team
Work closely with the corporate H&S team
Liaise with the applicable French authorities and others as required.
Contractors working on the project.
Consultants and training providers.
Experience of ISO 9001&14001.
Knowledge of wind farm construction and operations.
Global Wind Organisation (GWO) – Basic offshore training including work at height and vessel transfer.
Minimum criteria (mandatory) :
Fluent French / English speaking and writing.
French health, safety and environment qualifications.
Good knowledge of French H&S legislation.
Effective verbal and written communication skills.
Planning and organising skills.
Ability to interact with people at all levels within and external to the company.
Working knowledge of OHSAS 18001.
