Essential Duties and Tasks
Administers the Workers’ Compensation program and other support services designed to enhance
employees’ safety and help ensure a healthy work place environment to include filing workers compensation
claims, conducting accident investigations, identifying hazards and implements preventative measures.
Prepares OSHA 300 log and notifies OSHA when required of accidents.
Plans, develops, organizes, evaluates and implements County safety policies and procedures using
input and assistance from department heads, department representatives and technical assistance resources.
Administers the Fleet Safety program for the County.
Evaluates accidents, accident history and determines training needs; tracks employee injuries for
reporting and prevention strategies.
Conducts safety meetings or works with departments to present and conduct their own sessions;
provides staff coordination to the Safety Committee and serves as the chairperson on the Safety Committee.
Conducts work site hazard assessments, routine safety inspections and training and monitors
compliance with OSHA and other state/federal safety regulations.
Administers Franklin County’s return-to-work programs for injured or ill employees.
Serves as case manager for injury cases involving rehabilitation or work hardening to ensure
compliance with program and to determine functional capacity; reviews medical reports regarding employee
limitations and schedules modified duty assignments.
Monitors lost time injury cases; reviews medical reports and recommends referral for second opinion in
questionable cases; coordinates return to work with employee, health care provider, and supervisor.
Reviews worker’s compensation claims to determine the extent or seriousness of injury and provides
follow-up assistance to the employee as needed; notifies the appropriate personnel of serious injuries requiring
Consults with operating departments on strategies for accident prevention, hazard mitigation and
equipment purchase as needed.
Provides New Employee Safety Training at orientation for new hires and on monthly basis for other
Develops and promotes Physical, Mental, and Emotional Health Education Programs as needed.
Educates employees on programs provided through the medical plan; uses a variety of promotional
activities and programs to encourage health and wellness; plans, implements and evaluates department
specific wellness programs, such as physical fitness programs, smoking cessation, stress, weight and disease
management, exercise and healthy eating.
Recruits vendors and participants and coordinates awareness programs, including sharing information
regarding basic health procedures for employee wellness utilizing forums such as health fairs, seminars and
