The Department of Transportation (DOT) Health, Safety and Environment (HSE) Manager is responsible for Federal and State Transportation & Pipeline Compliance and Risk Management for the oil and gas pipelines and facility assets across US Onshore Operations. The position is responsible for planning, coordinating, managing, and leading a team of HSE Representatives and working with DOT Coordinators in the field to comply with DOT Pipeline and Hazardous Materials Safety Administration (PHMSA) and DOT Federal Motor Carrier Safety Administration (FMCSA) regulatory requirements.
Minimum of eight (8) + years of DOT-PHMSA work experience and/or pipeline projects/operations preferred.
Five (5) + years of petroleum pipeline industry experience preferred. Government compliance background also acceptable as a DOT-PHMSA, State Pipeline Safety Inspector, or Compliance Auditor.
Extensive knowledge of PHMSA regulations in 49 CFR 190, 191, 192, 194, 195, 196 and 199 and API Recommended Practices.
Strong leadership and organization, with the ability to direct and achieve priorities, goals, and strategies with limited supervision.
Effective written and verbal communication skills and the ability to appropriately target communication to intended audience, ranging from leading training presentations for Operations and Management to interactions and meetings with a variety of Agency and Community stakeholders.
Proficient knowledge of computers and typical production software (e.g., MS Office, Outlook, Word, Excel, PowerPoint, etc.).
Ensure compliance and provide expertise on all aspects of the Company’s DOT PHMSA corporate-based regulatory requirements including, but not limited to Asset Integrity, Drug and Alcohol Policy, Control Room Management Program, Operator Qualification Program, Public Awareness Program, and Damage Prevention Program.
Ensure compliance and provide expertise on all aspects of the Company’s DOT FMCSA Commercial Motor Vehicle corporate based regulatory requirements including, but not limited to Driver Requirements, Vehicle Requirements, Hours of Service, Drug and Alcohol Policy, and Compliance Reporting.
Work with Anadarko Operations and other staff to implement and manage detailed, proactive systems to ensure compliance with Federal and State DOT regulations and Company requirements, with a strong emphasis on a Management Systems approach to compliance.
Conduct pipeline and transportation applicability determinations, compliance audits, and risk assessments to ensure effective and sustainable implementation of regulatory and Company requirements at each of the assets.
Review pending and upcoming changes to Federal & State DOT pipeline and motor carrier regulations to ensure the Company is prepared for future compliance requirements. Develop and communicate impact summaries of future regulatory changes to HSE Leadership, Operations Management, and other Anadarko staff.
Complete and submit all required Federal and State pipeline compliance reports.
Assist HSE, Operations, and Engineering staff regarding technical guidance, permitting, project development and implementation, One-Call & Incident Notification/Response, and other routine pipeline compliance issues and requests.
Conduct incident investigations, root-cause analysis, follow-up, and closure of action items, and leverage learning across organization.
Seek out industry best practices and more effective and efficient methods to achieve Operational Excellence in Incident Prevention and DOT Pipeline Safety Compliance.
Bachelor’s Degree in Science, Engineering, or other related field.
Certified Safety Professional (CSP), or other certification in designated field preferred. Valid driver’s license with no restriction that would prohibit driving a company vehicle.
This position may be eligible for domestic relocation.
Travel will be required up to 25%.
This position is eligible for the 5/40 or 9/80 work schedule.
